October 23, 2018 <br /> <br />At a Regular Meeting of the City Council on Tuesday, October 23, 2018, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray A. <br />Smith, Sr., Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, City <br />Attorney Solomon H. Ashby, Jr. <br /> <br />Dr. Allen McFarland opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Smith, to approve the minutes of a <br />Called Meeting of October 9, 2018, and of a Regular Meeting of October 9, 2018, and <br />was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />Presentation: <br /> <br /> <br /> Presentation of a proclamation for “Veterans Small Business Week”. <br /> <br /> <br /> Presentation of special lapel pins to newly appointed board and commission members. <br /> <br />- Public Hearing - <br /> <br />18-404 Public hearing on the proposed adoption of a resolution approving <br />(1) a Concurrent Resolution Adopting Amended and Restated <br />Articles of Incorporation for the Southeastern Public Service <br />Authority of Virginia and (2) Amended and Restated Articles of <br />Incorporation of the Southeastern Public Service Authority of Virginia <br />(collectively the “Documents”). The resolution would also authorize <br />the Mayor to execute the Documents on behalf of the City. The <br />purpose of the Documents is to amend the Southeastern Public <br />Service Authority of Virginia (“SPSA”) Articles of Incorporation by (1) <br />deleting the existing two-term limitation for members of the SPSA <br />Board of Directors who are appointed by member localities and (2) <br />modifying the defined term used to designate members of the SPSA <br />Board Directors who are appointed by member localities. <br /> <br />There were no speakers. <br /> <br />- Unfinished Business - <br /> <br />18 - 381 - Adoption of an ordinance (1) accepting a Port Security Grant in the <br />amount of $167,295 from the Department of Homeland Security/Federal Emergency <br />Management Agency and appropriating said amount in the FY 2019 Grants Fund <br />for use by the Portsmouth Police Department for maritime security; and (2) <br />appropriating $55,765 from the Asset Forfeiture Fund to the FY 2019 Grants Fund <br />to serve as the required local match for the said Port Security Grant. Deferred from <br />the October 9, 2018 City Council meeting. <br /> <br />Background: <br /> <br /> The Department of Homeland Security (DHS) established a risk-based grant <br />program to support maritime security risk management. Funding is directed towards the <br />implementation of AMSPs, Facility Security Plans (FSP), and Vessel Security Plans <br />(VSPs) among port authorities, facility operators, and state and local government <br />agencies that are required to provide port security services. In administrating the grant <br />program, national, economic, energy, and strategic defense concerns based upon the <br />most current risk assessments available are considered. <br /> <br /> <br /> <br /> <br /> <br />
