October 9, 2018 <br /> <br />“Any locality that has met its required local effort for the Standards of Quality accounts for <br />FY 2018 and that has met its required local match for incentive or Lottery-funded <br />programs in which the locality elected to participate in FY 2018 may carry over into <br />FY 2019 any remaining state Direct Aid to Public Education fund balances available to <br />help minimize any FY 2019 revenue adjustments that may occur in state funding to that <br />locality. Localities electing to carry forward such unspent state fund must appropriate the <br />funds to the school division for expenditure in FY 2019”. <br /> <br />Discussion: <br /> <br /> On September 6, 2018, the Portsmouth School Board passed a resolution requesting City <br />Council to re-appropriate preliminary encumbered and unencumbered funds of $1,585 and <br />$125,323 respectively from FY 2018 Prefund State Grants to the Portsmouth Public Schools’ FY <br />2019 Grant Fund. <br /> <br /> PPS has identified the need to retain these funds to continue supporting the <br />Virginia Preschool Initiative, Early Reading Initiative, and SOL Algebra Readiness <br />programs. <br /> <br /> As stated, these amounts are preliminary amounts and are estimates prior to the <br />completion of the financial reporting process and external audit.
