October 9, 2018 “Any locality that has met its required local effort for the Standards of Quality accounts for FY 2018 and that has met its required local match for incentive or Lottery-funded programs in which the locality elected to participate in FY 2018 may carry over into FY 2019 any remaining state Direct Aid to Public Education fund balances available to help minimize any FY 2019 revenue adjustments that may occur in state funding to that locality. Localities electing to carry forward such unspent state fund must appropriate the funds to the school division for expenditure in FY 2019”. Discussion:  On September 6, 2018, the Portsmouth School Board passed a resolution requesting City Council to re-appropriate preliminary encumbered and unencumbered funds of $1,585 and $125,323 respectively from FY 2018 Prefund State Grants to the Portsmouth Public Schools’ FY 2019 Grant Fund.  PPS has identified the need to retain these funds to continue supporting the Virginia Preschool Initiative, Early Reading Initiative, and SOL Algebra Readiness programs.  As stated, these amounts are preliminary amounts and are estimates prior to the completion of the financial reporting process and external audit. Any changes to these amounts will be communicated to City Council.  The following tables reflect the annual Grant Fund appropriation changes: Current Revised Categories Appropriation Adjustments Appropriation Total Grant Fund $18,089,580 $126,908 $18,216,488 Financial Impact:  The appropriation of these funds will increase the appropriation to the FY 2019 Schools Grant Fund. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Finance will complete the necessary budget adjustments. 1. Motion by Ms. Lucas-Burke, and seconded by Mr. Smith, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO RE-APPROPRIATE UNEXPENDED FUNDS FROM THE FY 2018 PORTSMOUTH PUBLIC SCHOOLS GRANT FUND BUDGET IN THE TOTAL AMOUNT OF $126,908 TO THE FY 2019 PORTSMOUTH PUBLIC SCHOOLS GRANT FUND BUDGET.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe Nays: None 18 - 384 - Adoption of an ordinance appropriating $1,653,636 to the James Hurst Elementary and Churchland Primary and Intermediate Elementary Schools Classrooms Project in the Education category of the FY 2019 Capital Improvement Fund Budget.
