October 9, 2018 <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) awards localities <br />Local Emergency Management Program (“LEMP”) grant funding received from the U.S. <br />Department of Homeland Security (DHS) Federal Emergency Management Agency <br />(FEMA). <br /> <br /> The program funding is used to improve emergency and disaster preparation, <br />response and recovery. <br /> <br />Discussion: <br /> <br /> The Portsmouth Department of Fire, Rescue, and Emergency Services was <br />awarded a total of $57,992 under the LEMP. <br /> <br /> The program funds allow for the purchase of necessary equipment, supplies and <br />training in support of the Emergency Operations Center (EOC) during emergencies or <br />disasters. <br /> <br /> This funding source is essential in accomplishing the mission of protecting the City <br />and the residents of Portsmouth from natural and man-made disasters. <br /> <br /> The grants require a match of $57,992, which will be satisfied through previously <br />budgeted funds for the salaries of emergency management officials. <br /> <br />Financial impact: <br /> <br /> There is a dollar for dollar local match requirement. The match requirement is <br />already budgeted as part of the Fire, Rescue, and Emergency Services’ FY 2019 Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will take the necessary budgetary adjustment. <br /> <br />Motion by Mr. Clark, and seconded by Mr. Moody, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A LOCAL EMERGENCY MANAGEMENT PROGRAM <br />GRANT IN THE AMOUNT OF $57,992 ADMINISTERED BY THE VIRGINIA <br />DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2019 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />FIRE, RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />18 - 383 - Adoption of an ordinance to re-appropriate unexpended funds from the <br />FY 2018 Portsmouth Public Schools Grant Fund budget in the total amount of <br />$126,908 into the FY 2019 Portsmouth Public Schools Grant Fund budget. <br /> <br />Background: <br /> <br /> City Council Ordinance 2017-27 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2018 Portsmouth Public <br />Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of <br />the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be <br />deemed unspent appropriations that will require re-appropriations by the City Council.” <br /> <br /> Chapter 836 of the 2017 Appropriation Act overrides the Code of Virginia and <br />permits school division that have met required local effort and required local match for <br />FY 2018 to carry forward to FY 2019 any remaining state fund balances that are <br /> <br />unexpended as of June 30, 2018.
