October 9, 2018 <br /> <br />Background: <br /> <br /> City Council appropriated $145,180,695 to the FY 2018 General Fund Budget for <br />the Portsmouth Public Schools (“PPS”). <br /> <br /> Based on the pre-audit PPS figures, of the amount appropriated $142,922,129 was <br />expended during FY 2018, $604,930 was encumbered during FY 2018 to pay for goods <br />and services that were not received in FY 2018, and $1,653,636 was unencumbered <br />during FY 2018. <br /> <br /> On September 6, 2018 the School Board adopted a Resolution requesting that City <br />Council appropriate the $1,653,636 that was unencumbered during FY 2018 to the James <br />Hurst Elementary and Churchland Primary and Intermediate Elementary Schools <br />Classrooms project in the Education Category of the FY 2019 Capital Improvement Fund <br />budget. <br /> <br />Discussion: <br /> <br /> City Council Ordinance 2017-27 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2018 Portsmouth Public <br />Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of <br />the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be <br /> <br />deemed unspent appropriations that will require re-appropriations by the City Council.” <br /> <br /> The James Hurst Elementary and Churchland Primary and Intermediate <br />Elementary Schools Classrooms project is for the construction of classroom enclosures <br />at the referenced schools. <br /> <br /> The project was established by Ordinance 2017-81 adopted by City Council on <br />September 12, 2017 and was initially funded in the amount of $550,000 using <br />unencumbered funds from the FY 2017 PPS budget. <br /> <br /> Preliminary design work has been completed and the estimated project cost is $1.8 <br />million. <br /> <br /> Appropriation of the funding as requested by PPS should permit construction on <br />the project to proceed during FY 2019. <br /> <br />Financial Impact: <br /> <br /> This is a re-allocation of previously appropriated FY 2018 PPS funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget adjustments. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING $1,653,636 TO THE JAMES HURST ELEMENTARY <br />AND CHURCHLAND PRIMARY AND INTERMEDIATE ELEMENTARY SCHOOLS <br />CLASSROOMS PROJECT IN THE EDUCATION CATEGORY OF THE FY 2019 <br />CAPITAL IMPROVEMENT FUND BUDGET.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />18 - 385 - Adoption of an ordinance to re-appropriate unexpended funds in the total <br />amount of $3,661,144 from the FY 2018 Textbook Fund Budget for the Portsmouth <br />Public Schools to the FY 2019 Textbook Fund Budget for the Portsmouth Public <br />Schools. <br /> <br /> <br />Background: <br /> <br /> City Council appropriated $4,061,348 to the FY 2018 Textbook Fund Budget for <br />the Portsmouth Public Schools (“PPS”). <br /> <br /> <br /> <br /> <br /> <br />
