City Council Ordinance 2017-27 states “all unspent appropriations under this
ordinance or any ordinance appropriating funds for the FY 2018 Portsmouth Public
Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of
the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be

deemed unspent appropriations that will require re-appropriations by the City Council.”

Chapter 780 of the 2016 Virginia Acts of Assembly (the biennial budget) provides
that “any funds provided to school divisions for textbook costs that are unexpended as
of…June 30, 2018, shall be carried on the books of the locality to be appropriated to the
school division the following year to be used for same purpose” (Item 139 C.5.f.4).

The re-appropriation of $3,661,144 will be added to the amount originally
appropriated by City Council in the FY 2019 Textbook Fund Budget ($1,334,821) for a
total FY 2019 Textbook Fund appropriation of $4,995,965.

Financial impact:

The re-appropriation will increase the 2019 PPS Textbook Fund budget by
$3,661,144.

Recommended Action:

Adoption of the ordinance.

Next Steps Following Council Action:
