October 9, 2018 <br /> <br /> <br /> Based on the pre-audit PPS figures, of the amount appropriated $400,204 was <br />expended during FY 2018, $2,257,537 was encumbered during FY 2018 to pay for goods <br />and services that were not received in FY 2018, and $1,403,607 was unencumbered <br />during FY 2018. <br /> <br /> On September 6, 2018 the School Board adopted a Resolution requesting that City <br />Council re-appropriate to the FY 2019 Textbook Fund Budget the amount that was <br />encumbered for goods and services not received in FY 2018 ($2,257,537) plus the <br />amount that was unencumbered during FY 2018 ($1,403,607), a total of $3,661,144. <br /> <br />Discussion: <br /> <br /> City Council Ordinance 2017-27 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2018 Portsmouth Public <br />Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of <br />the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be <br /> <br />deemed unspent appropriations that will require re-appropriations by the City Council.” <br /> <br /> Chapter 780 of the 2016 Virginia Acts of Assembly (the biennial budget) provides <br />that “any funds provided to school divisions for textbook costs that are unexpended as <br />of…June 30, 2018, shall be carried on the books of the locality to be appropriated to the <br />school division the following year to be used for same purpose” (Item 139 C.5.f.4). <br /> <br /> The re-appropriation of $3,661,144 will be added to the amount originally <br />appropriated by City Council in the FY 2019 Textbook Fund Budget ($1,334,821) for a <br />total FY 2019 Textbook Fund appropriation of $4,995,965. <br /> <br />Financial impact: <br /> <br /> The re-appropriation will increase the 2019 PPS Textbook Fund budget by <br />$3,661,144. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budgetary adjustment. <br /> <br />1.
