September 16, 1986 <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Lucas, the following <br />~rdinance was adopted on first and final reading, and by the follow- <br />ing vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br /> VIRGINIA, 1973, BY ~MENDING SECTION 2Z-257 THEREOF PERTAIN- <br /> ING TO PARKING METER ZONES." <br /> <br />Ayes: Barnes, Gray, Lucas, Simpson, ~Webb, Holley <br />Nays: None <br /> <br /> 86-341-- Letter from <br /> resolution concurmin~ in <br />the Southeastern Virginia <br /> <br />the City Manager recommending adoption of <br />the amendment of the charter agreement of <br />Planning District Commission. <br /> <br /> "As you are aware, the Southeastern Virginia Planning District <br />Commission will be relocating from its current location (Koger <br />Executive Center) to a locatmon in Chesapeake. This move requires <br />that ~tie~SVPDC Charter be amended to allow for SVPDC's relocation. <br /> y, the Planning District Counsel has requested a change <br />to a section of the Charter pertaining to finance and contracts. <br />~rder for these changes to take place it is necessary that each <br />urisdiction approve a resolution endorsing the same. <br /> <br /> The City Attorney has prepared that attached resolution which <br /> allow for SVPDC to amend its Charter agreement. I, therefore <br /> ecommend City Council's approval." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following <br />resolution was adopted, and by the following vote: <br /> <br /> "A RESOLUTION CONCURRING IN THE AMENDMENT OF THE CHARTER <br /> AGREEMENT OF THE SOUTHEASTERN VIRGINIA PLANNING DISTRICT <br /> COMMJSSION. <br /> <br /> WHEREAS, the Southeastern Virginia Planning District Commissio~ <br />~shes to amend the Charter Agreement, and requests the member <br />governing bodies comprising the Southeastern Virginia Planning <br />District Commission to concur and adopt said amendments; and <br /> <br /> WHEREAS, it is necessary and in the best interest of the South- <br />eastern Virginia Planning District Commission that the princmpal <br />office be relocated; and <br /> <br /> WHEREAS, it is also necessary in order to better serve the <br />subdivisions to amend th~ Charter to provide reasonable requirement~ <br />for the purchase of goods, services and personal or real property <br />the Commission on terms other than cash; and <br /> <br /> WHEREAS, the aforesaid Charter Agreement can be amended only <br />upon the adoption of concurring resolutions by the governing bodies <br />of two-thirds of the member governmental subdivisions. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />~ortsmouth, Virginia~ <br /> <br /> 1. That it hereby concurs in amending the Charter Agreement <br />Southeastern Virginia ~lanning District Commission as follows: <br /> <br /> That Article ~. Organization, Section 2 Principal Office be <br />~ded to read as follows: <br /> <br />Article I. Organization, Section 2 The~principal office of <br />~he Commission shall be in_Norfotk,-Virginia, until same £s'm~ved tc <br />Chesapeake by.a majority vote of the Commission. <br /> <br />~r <br /> <br /> <br />
