In <br />addition, the Director of Parks, Recreation, and Leisure Services or designee will have <br />oversight of the project with the Elizabeth River Project. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN AID TO LOCAL PORTS PROGRAM GRANT IN THE <br />AMOUNT OF $37,500 FROM THE PORT OF VIRGINIA AND APPROPRIATING SAID <br />FUNDS IN THE FY 2019 GRANTS FUND FOR DISBURSEMENT BY THE <br />DEPARTMENT OF PARKS, RECREATION & LEISURE SERVICES IN CONNECTION <br />WITH THE CONSTRUCTION OF PLAYGROUND EQUIPMENT AND SECURITY <br />ENHANCEMENTS AT PARADISE CREEK NATURE PARK.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 315 - Adoption of an ordinance accepting one-time Part C Program funding in <br />the amount of $100,000 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriating said funds in the FY 2019 Behavioral <br />Healthcare Services Fund for use by the Department of BHS to provide <br />developmental services to infants and toddlers. <br /> <br />Background: <br /> <br /> On February 28, 2018, the Portsmouth Department of Behavioral Healthcare <br />Services’ (PDBHS) Infant and Toddler Connection - Part C requested additional funding <br />from the Virginia Department of Behavioral Health and Developmental Services <br />(DBHDS). <br /> <br /> On June 6, 2018, DBHDS approved $100,000.00 in one-time additional general <br />state funds. <br /> <br /> The additional funding was available due to an allocation in the Caboose Bill (2018 <br />Budget Bill) and savings from DBHDS and Part C funds. <br /> <br />Discussion: <br /> <br /> On June 6, 2018, the city of PDBHS was notified of additional state funds totaling <br />$100,000.00 from the DBHDS to provide developmental services to Portsmouth infants <br />and toddlers under age 3. <br /> <br /> These funds will help pay for service planning and coordination, speech therapy, <br />physical therapy, occupational therapy, developmental therapy, audiology and vision <br />services, and translators/interpreter services. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact to the city. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
