August 14, 2018 <br /> <br /> <br /> In FY 2018 the program accommodated Recreation Summer RAYS locations for <br />the first four (4) days June 19-22, 2018. <br /> <br /> The program provides meals during the summer months when children are out of <br />school, and therefore the free and reduced school lunch program is not available. <br /> <br /> The Department of Parks, Recreation & Leisure Services self-prepped the meals <br />for the above-mentioned period. <br /> <br />Discussion: <br /> <br /> The USDA Summer Food Service Program for 2018 included 7 sites consisting of <br />Recreation Summer RAYS sites. <br /> <br /> <br /> It is estimatedthat the program served 1,740 breakfasts (435 daily) and 1,740 <br />lunches (435 daily). <br /> <br />Financial Impact: <br /> <br /> <br /> There was no city cash match required. The grant is a total reimbursement grant <br />based on the number of meals served according to the guidelines. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $10,709.70 FROM THE <br />VIRGINIA DEPARTMENT OF HEALTH AND APPROPRIATING SAID FUNDS IN THE <br />FY 2018 GRANTS FUND FOR USE BY THE DEPARTMENT OF PARKS, <br />RECREATION & LEISURE SERVICES FOR THE USDA SUMMER FOOD SERVICE <br />PROGRAM.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 314 - Adoption of an ordinance accepting an Aid to Local Ports Program grant <br />in the amount of $37,500 from the Port of Virginia and appropriating said funds in <br />the FY 2019 Grants Fund for disbursement by the Department of Parks, Recreation <br />& Leisure Services in connection with the construction of playground equipment <br />and security enhancements at Paradise Creek Nature Park. <br /> <br /> <br />Background: <br /> <br /> The City of Portsmouth sponsored a grant application by the Elizabeth River <br />Project to the Port of Virginia Aid to Local Ports Grant program. The funds are to be <br />applied to additional playground equipment and security enhancements at Paradise <br />Creek Park. <br /> <br />Discussion: <br /> <br /> Paradise Creek Nature Park is an approximately 30 acre nature park on Victory <br />Blvd adjacent to the Cradock neighborhood. <br /> <br /> The Park was funded by federal grants and donations made to Elizabeth River <br />Project. <br /> <br /> The Paradise Creek Nature Park Playground is scheduled for completion in August <br />2018. The grant will support additional purchases of playground equipment and security <br />features to meet the commitments to the donors. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no City cash match required. The grant funds will pass through the city <br />to Elizabeth River Project. <br /> <br /> <br /> <br /> <br /> <br /> <br />
