August 14, 2018 <br /> <br />“ORDINANCE ACCEPTING ONE-TIME PART C PROGRAM FUNDING IN THE <br />AMOUNT OF $100,000 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL <br />HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS <br />IN THE FY 2019 BEHAVIORAL HEALTHCARE SERVICES FUND FOR USE BY THE <br />DEPARTMENT OF BHS TO PROVIDE DEVELOPMENTAL SERVICES TO INFANTS <br />AND TODDLERS.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 316 - Adoption of an ordinance accepting STEP-VA funding in the amount of <br />$247,500 from the Virginia Department of Behavioral Health and Developmental <br />Services and appropriating said funds in the FY 2019 Behavioral Healthcare <br />Services Fund for use by the Department of BHS to develop a more comprehensive <br />and accessible system of services for those with behavioral health disorders. <br /> <br />Background: <br /> <br /> On July 11, 2018, Portsmouth Department of Behavioral Healthcare Services was <br />notified by the Virginia Department of Behavioral Health and Developmental Services that <br />PDBHS was awarded $247,500 for the STEP-VA initiative. STEP-VA funding is being <br />allocated to improve access, increase quality, build consistency, and strengthen <br />accountability in its current behavioral healthcare services, as well as to foster wellness <br />among individuals with behavioral health disorders. <br /> <br />Discussion: <br /> <br /> Anticipated outcomes are expected to: (1) decrease admissions to state and <br />private hospitals; (2) reduce emergency room visits; and (3) lessen involvement of <br />individuals with behavioral health disorders in the criminal justice system. <br /> <br /> STEP-VA funding facilitates the development of a more comprehensive, <br />accessible system of services for those with serious behavioral health disorders on the <br />same day services are requested. <br /> <br /> Primary care screening and monitoring will help to improve the general health of <br />Portsmouth residents with serious behavioral health disorders using care coordination <br />and treatment for individuals with both mental health and medical needs. <br /> <br />Financial Impact: <br /> <br /> <br /> The Virginia Department of Behavioral Healthcare Services has allocated <br />$247,500 in funding to the Portsmouth Department of Behavioral Healthcare Services <br />with no match required or other financial impact to the City. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STEP-VA FUNDING IN THE AMOUNT OF $247,500 <br />FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2019 <br />BEHAVIORAL HEALTHCARE SERVICES FUND FOR USE BY THE DEPARTMENT <br />OF BHS TO DEVELOP A MORE COMPREHENSIVE AND ACCESSIBLE SYSTEM OF <br />SERVICES FOR THOSE WITH BEHAVIORAL HEALTH DISORDERS.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
