August 14, 2018 Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe Nays: None - City Manager’s Report - 18 - 312 - Adoption of an ordinance accepting a Conference and Education Assistance Program Grant in the amount of $20,000 from the Virginia Department of Fire Programs and appropriating said funds in the FY 2019 Grants Fund for use by the Department of Fire, Rescue and Emergency Services for the Women in Public Service Conference. Background:  The Virginia Department of Fire Programs (VDFP) administers the Conference and Education Assistance Grant Program.  The purpose of the VDFP Conference and Education Assistance Grant Program is to provide financial assistance for training conferences and seminars sponsored by Virginia-based non-profit organizations that further the professional development and education of fire and emergency services personnel throughout the Commonwealth. Discussion:  The Portsmouth Fire, Rescue and Emergency Services received an assistance award notification in the amount of $20,000.00 for FY 2019 from VDFP.  The funds will be utilized to cover the expenditures for the instructor’s inclusive fees, production of presentation materials, supplies and equipment as per the grant guidelines.  PFRES hosting this type of training, which is delivered in a conference setting, is rare throughout the state of Virginia. Financial Impact:  There is no requirement for a local cash match and\\or In-Kind services. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budgetary adjustment. Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A CONFERENCE AND EDUCATION ASSISTANCE PROGRAM GRANT IN THE AMOUNT OF $20,000 FROM THE VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND APPROPRIATING SAID FUNDS IN THE FY 2019 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES FOR THE WOMEN IN PUBLIC SERVICE CONFERENCE.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe Nays: None 18 - 313 - Adoption of an ordinance accepting a grant in the amount of $10,709.70 from the Virginia Department of Health and appropriating said funds in the FY 2018 Grants Fund for use by the Department of Parks, Recreation & Leisure Services for the USDA Summer Food Service Program. Background:  The City of Portsmouth has received a grant through the Department of Education from the United States Department of Agriculture (USDA) for the Summer Food Service Program (SFSP) for more than 33 years.
