Lisa Murphy, 440 Monticello Avenue, Norfolk, spoke on behalf of the applicant. <br /> <br /> Motion by Mr. Clark, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-18-03 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />18 - 264 - Adoption of an ordinance accepting a Public Safety Answering Point grant <br />in the amount of $2,000 from the Virginia 9-1-1 Service Board and appropriating <br />said amount in the FY 2019 Grants Fund for use by the Portsmouth Police <br />Department for training. <br /> <br />Background: <br /> <br /> The Public Safety Answering Point (PSAP) Grant is a program administered by the <br />Virginia 9-1-1 Services Board. The purpose of this program is to provide financial assist <br />to primary PSAPs with the purchase of equipment, PSAP consolidation projects, and 9- <br />1-1/GIS educational and training opportunities that support the continuity and <br />enhancement of wireless E-911. <br /> <br />Discussion: <br /> <br /> The Police Department was awarded a grant totaling $2,000 through the PSAP <br />Grant to assist with providing training for its Emergency Communications Unit (E-911). <br /> <br /> This funding will keep staff abreast of new generation technology and assist in <br />implementation of imminent and mandated requirements from the Commonwealth of <br />Virginia in the next few years. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no cash or in-kind match requirement from the city for this grant. In <br />addition, there is no obligation from the city once the grant has ended. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or her designee will provide grant management and oversight. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A PUBLIC SAFETY ANSWERING POINT GRANT IN THE <br />AMOUNT OF $2,000 FROM THE VIRGINIA 9-1-1 SERVICE BOARD AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2019 GRANTS FUND FOR USE BY THE <br />PORTSMOUTH POLICE DEPARTMENT FOR TRAINING.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 265 - Adoption of an ordinance accepting with appreciation a donation of <br />$100.00 from the Green Acres Presbyterian Church and appropriating said funds <br />in the FY 2019 Grants Fund for use by the Department of Social Services to support <br />operations of the Services Intake Unit. <br /> <br />Background: <br /> <br /> The Department of Social Services (DSS) Intake Unit provides emergency <br />assistance to eligible citizens for food, shelter and utilities, through various state and <br /> <br />federally funded programs. <br /> <br /> <br /> <br /> <br />
