<br />At a Regular Meeting of the City Council on Tuesday, July 10, 2018, there were
<br />present:

<br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Dr.
<br />Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis
<br />Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />Pastor Kirk Culpepper opened the meeting with prayer, which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a
<br />Called Meeting of June 23, 2018, of a Called Meeting of June 25, 2018, of a Called
<br />Meeting of June 26, 2018, and of a Regular Meeting of June 26, 2018, and was adopted
<br />by the following vote:
<br />
<br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe
<br />Nays: None
<br />
<br /> Motion by Ms. Psimas, and seconded by Mr. Moody, to add an item to the agenda
<br />that was tabled at the 5:00 p.m., Public Work Session, 101 Mount Vernon Avenue, and
<br />was adopted by the following vote:

<br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe
<br />Nays: None
<br />
<br /> Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to approve the
<br />applicants request to retain replacement windows installed at 101 Mount Vernon Avenue,
<br />and was adopted by the following vote:

<br />Nays: Clark, Psimas

<br />- Public Hearing -
<br />
<br />18 - 263 - Public hearing on code amendment and use permit applications:
<br />
<br />(a) CA-18-02 CITY-WIDE - The City is proposing to modify Section 40.1-4.5(F)(8)
<br />and other related sections of the Zoning Ordinance pertaining to food
<br />trucks operating in support of microdistilleries The amendments will
<br />insert a microdistilleries into section 40.1-4.5(F)(8) “Food Trucks on
<br />Private Property” along with microbreweries, and add a clause that
<br />food trucks can operate in conjunction with these uses in the
<br />Downtown area. Planning recommends approval of this application.

<br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to concur with the
<br />recommendation of the Planning Commission that CA-18-02 be approved on first reading,
<br />and was adopted by the following vote:
<br />

<br />Nays: None
<br />
<br />(b) UP-18-03 UPTOWN - Drew Patterson, with PI Tower Development LLC, is
<br />requesting a Use Permit on behalf of T-Mobile to construct a one-
<br />hundred-fifty (150) foot monopole communications tower and fenced
<br />compound at 2015 Columbia Street behind Bob Ewell Tire. The
<br />property is owned by Nell I. Ewell, Trustees, and is zoned Heavy
<br />Industrial (IN). The parcel contains 1.28 acres and is designated
<br />within the Mixed Use Corridor on the Comprehensive Plan’s Future
<br />Land Use map. Planning recommends approval of this application
<br />with conditions.
