July 10, 2018 <br /> <br /> <br /> Occasionally, there are citizens who are in need of support from DSS that do not <br />meet program eligibility requirements. Because of this, DSS receives community support <br />via community partnerships and donations through its food pantry to assist with providing <br /> <br />services to those who are not eligible for state and federal programs. <br /> <br />Discussion: <br /> <br /> Through a partnership, the Green Acres Presbyterian Church is assisting DSS in <br />providing support to those individuals and families who are not eligible for state or <br />federally funded programs, but need temporary assistance in overcoming hardships <br /> <br />related to food, shelter or utilities. <br /> <br /> On July 25, 2017, City Council accepted and appropriated a donation in the <br /> <br />amount of $6,000 from Green Acres Presbyterian Church for this purpose. <br /> <br /> Green Acres Presbyterian Church notified DSS that the church is providing an <br /> <br />additional $100 to continue these services, bring its total donation to $6,100. <br /> <br />Financial Impact: <br /> <br /> The funding available to assist citizens in need would increase by an additional <br /> <br />$100.00. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budgetary adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION A DONATION OF $100 FROM <br />GREEN ACRES PRESBYTERIAN CHURCH AND APPROPRIATING SAID FUNDS IN <br />THE FY 2019 GRANTS FUND FOR USE BY THE DEPARTMENT OF SOCIAL <br />SERVICES TO SUPPORT OPERATIONS OF THE SERVICES INTAKE UNIT.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 266 - Adoption of an ordinance accepting $554,762 in additional funding from <br />the Virginia Department of Education and appropriating said amount to the FY 2019 <br />Portsmouth Public Schools General Fund Budget. <br /> <br />Background: <br /> <br /> In May 2018, City Council adopted Ordinance 2018-33, which appropriated <br />$145,327,289 to the FY 2019 General Fund Budget for Portsmouth Public Schools. <br /> <br /> On June 7, 2018, the Commonwealth of Virginia approved the final state budget <br />for the 2018-2020 biennium. Under the approved state budget, Portsmouth Public <br />Schools is projected to receive $554,762 more than originally anticipated from the state <br />in FY 2019. <br /> <br />Discussion: <br /> <br /> The increased state funding is primarily from additional Supplemental Lottery <br />funds. Supplemental Lottery funds are permitted to be spent on both recurring and <br />nonrecurring expenses in the manner that best supports the needs of the school division. <br /> <br /> Under Ordinance 2018-33, the PPS FY 2019 appropriation by City Council is a <br />lump sum appropriation. <br /> <br /> It is necessary to appropriate the additional state funding. <br /> <br />Financial Impact: <br /> <br /> <br /> The additional funding will enable the division to do the following: <br /> Hire an additional Kindergarten Instructional Assistant to complete the School <br />o <br />Board initiative to ensure all Kindergarten classrooms have an instructional assistant <br />across the division. <br /> <br /> <br /> <br /> <br />
