June 26, 2018 <br /> <br />“ORDINANCE ACCEPTING FUNDS FROM THE PORT NORFOLK, WILSON WARD <br />AND WEST PARK VIEW CIVIC LEAGUES IN THE AMOUNT OF $4,771 AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2018 GENERAL FUND FOR USE BY <br />THE DEPARTMENT OF PARKS, RECREATION AND LEISURE SERVICES FOR THE <br />NEIGHBORHOOD INCENTIVE GRANT PROGRAM.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 235 - Adoption of an ordinance accepting a grant in the amount of $10,140 from <br />the Virginia Tourism Corporation and appropriating said amount in the FY 2018 <br />Grants Fund for use by the Department of Marketing, Communications and <br />Tourism for a campaign to publicize the Portsmouth Cultural Arts District. <br /> <br /> <br />Background: <br /> <br /> The Virginia Tourism Corporation (VTC) Marketing Leverage Program is designed <br />to stimulate new tourism marketing programs through the creation of tourism partnerships <br />and to extend the “Virginia is for Lovers” campaign. <br /> <br /> The objective of this program is to leverage limited marketing dollars, resulting in <br />increased visitor spending, revenue, and jobs. <br /> <br />Discussion: <br /> <br /> The City was awarded a total of $10,140 from the Virginia Tourism Corporation to <br />conduct a tourism marketing campaign to help publicize the new Portsmouth Cultural Arts <br />District. <br /> <br /> The marketing campaign will run from July 1 through September 30, 2018 and will <br />include print advertising, website pages, and a logo. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant requires a 50/50 match; therefore, the city is responsible for half of the <br />grant which totals $10,140. The matching funds for this grant have been appropriated in <br />the FY 2019 Marketing, Communications, and Tourism Department General Fund <br /> <br />budget. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br /> The Deputy City Manager & Director of Marketing, Communications & Tourism or <br />his designee will provide grant management and oversight. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $10,140 FROM THE <br />VIRGINIA TOURISM CORPORATION AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2018 GRANTS FUND FOR USE BY THE DEPARTMENT OF MARKETING, <br />COMMUNICATIONS AND TOURISM FOR A CAMPAIGN TO PUBLICIZE THE <br />PORTSMOUTH CULTURAL ARTS DISTRICT.” <br /> <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 236 - Adoption of an ordinance accepting $15,000 of funding received from the <br />Virginia Department of Behavioral Health and Developmental Services and <br />appropriating said amount in the FY 2018 Behavioral Healthcare Service Fund for <br />use by the Department of Behavioral Healthcare Services to build capacity to <br />address opioid abuse. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
