June 26, 2018 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 26, 2018, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray <br />A. Smith Sr., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, Deputy City <br />Manager LaVoris A. Pace, Deputy City Attorney Jeffrey S. Miller. <br /> <br />Father Derek Harbin opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Smith, to approve the minutes of a <br />Called Meeting of June 11, 2018, of a Called Meeting of June 12, 2018, and of a Regular <br />Meeting of June 12, 2018, and was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />18 - 234 - Adoption of an ordinance accepting funds from the Port Norfolk, Wilson <br />Ward and West Park View Civic Leagues in the amount of $4,771 and appropriating <br />said amount in FY 2018 General Fund for use by the Department of Parks, <br />Recreation and Leisure Services for the Neighborhood Incentive Grant Program. <br /> <br />Background: <br /> <br /> The City of Portsmouth gives Neighborhood Incentive Grants of up to $5,000 to <br />non-profit organizations. <br /> <br /> The Grants required a 25% match from the non-profit. <br /> <br /> Three of the grant applications from civic leagues were submitted for projects on <br />City parks and/or lands. <br /> <br />Discussion: <br /> <br /> After consultation with the City Attorney’s Office, it was determined that the most <br />efficient way to accomplish the projects would be for the City to manage the projects and <br />for the Civic League to turn the cash match over to the City to be appropriated into the <br />Parks, Recreation & Leisure Services operating budget. <br /> <br /> Port Norfolk Civic League applied for funds to install a fitness park at Fountain <br />Park. Total project cost is $7,415, and the Civic League match is $2,415. <br /> <br /> Wilson Ward Civic League applied for funds to create a passive landscaped park <br />at 2715 Bagley St. Total project cost $6,250, and the Civic League Match is $1,250. <br /> <br /> West Park View Civic League applied for funds to install outdoor electrical outlets <br />at Owens Creek Park. Total project cost $5,531, and the Civic League match is $1,106. <br /> <br />Financial Impact: <br /> <br /> <br /> None. The portion for the city’s Neighborhood Incentive Grant was appropriated <br />as part of the General Fund Operating Budget. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustments. <br /> <br /> Complete the Neighborhood Incentive Grant Projects for Wilson Ward, Port <br />Norfolk, and West Parkview. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
