June 26, 2018 <br /> <br />Background: <br /> <br /> On May 7, 2018, Governor Ralph Northam announced that Virginia received <br />another $9.76 million to combat the opioid epidemic. <br /> <br /> This is the second consecutive year the Virginia Department of Behavioral Health <br />and Developmental Services (DBHDS) received this one-year grant from the U.S. <br />Department of Health and Human Services via the Substance Abuse and Mental Health <br />Services Administration (SAMHSA) to help support prevention, treatment and recovery <br />efforts. <br /> <br /> In Virginia, a total of 24 communities received designation of funding based on <br />need such as overdose rates and other factors. <br /> <br /> <br />Discussion: <br /> <br /> On May 16, 2018, the city of Portsmouth Department of Behavioral Healthcare <br />Services (PDBHS) was notified of a Prevention Award totaling $15,000 from the Virginia <br />Department of Behavioral Health and Developmental Services (DBHDS) to provide <br />enhanced coalition development, community awareness and partnerships to assist with <br />resources to address the prescription drug and the heroin epidemic. <br /> <br /> These funds will help obtain resources and heighten community awareness to <br />implement coalition development strategies identified below: <br /> Coalition capacity building <br />o <br /> Community mobilization <br />o <br /> Recruitment and engagement <br />o <br /> Facilitating systems of care linkages <br />o <br /> <br /> In addition, a portion of the funding will purchase a license from Collaborative <br />Planning Group Systems, Inc. for the Prevention Based Performance System to enter <br /> <br />required OPT-R data. <br /> <br /> <br /> <br />Financial Impact: <br /> <br /> There is no financial impact to the city. <br /> <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Clark, and seconded by Mr. Smith, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $15,000 OF FUNDING RECEIVED FROM THE VIRGINIA <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2018 BEHAVIORAL HEALTHCARE <br />SERVICE FUND FOR USE BY THE DEPARTMENT OF BEHAVIORAL HEALTHCARE <br />SERVICES TO BUILD CAPACITY TO ADDRESS OPIOID ABUSE.” <br /> <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 237 - Adoption of an ordinance authorizing the transfer of $149,410 from the <br />Non-Departmental Transfers and Contingencies line item in the FY 2018 General <br />Fund Budget to the Contractual Detention Home line item in the Juvenile Court <br />Services category of the FY 2018 General Fund Budget. <br /> <br /> <br />Background: <br /> <br /> The Juvenile and Domestic Relations Court utilizes secure detention placements <br />as well as less costly program alternatives. Due to an increase in serious crime which <br />places some cases in the Circuit Court, there has been an increase in the court utilizing <br />secure detention placements. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
