June 12, 2018 <br /> <br /> <br /> Adoption assistance provides the adoptive parents with the necessary assistance <br />to adopt and care for the child who has special needs and who meets eligibility criteria. It <br />is not intended to cover the full cost of raising the child; however it supplements the <br />resources of the adoptive parents. <br /> <br /> Adoption assistance is available in three payment types. They include monthly <br />maintenance payments for the child's daily living needs, special service payments to meet <br />the special therapeutic needs of the child and non-recurring expenses to reimburse <br />adoptive parents for the costs of adoption, not to exceed $2,000. <br /> <br />Discussion: <br /> <br /> Adoption assistance is administered by the Portsmouth Department of Social <br />Services using funding provided by the Virginia Department of Social Services. <br /> <br /> The Virginia Department of Social Services has provided a supplemental allocation <br />of $64,735 to the PDSS to address a shortfall in the initial allocation. <br /> <br />Financial Impact: <br /> <br /> No local match is required. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Smith, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ADOPTION ASSISTANCE FUNDS IN THE AMOUNT OF <br />$64,735 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2018 SOCIAL SERVICES FUND FOR <br />USE BY THE DEPARTMENT OF SOCIAL SERVICES TO PROVIDE ADOPTION <br />ASSISTANCE.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 218 - Adoption of an ordinance accepting a grant in the amount of $10,000 from <br />the Virginia Tourism Corporation and appropriating said amount in the FY 2018 <br />Grants Fund for use by the Department of Marketing, Communications and <br />Tourism to market the 2019 Umoja Festival. <br /> <br />Background: <br /> <br /> The City applied for and won a grant from the Virginia Tourism Corporation to <br />market the 2019 Umoja Festival in conjunction with the Commonwealth’s recognition of <br />th <br />the 400 anniversary of the arrival of the first Africans in Virginia in 1619. The marketing <br />campaign will run from April 1 through May 27, 2019 and will include print, television and <br />radio advertising. <br /> <br />Discussion: <br /> <br /> The $10,000 grant provides one-half of the cost of the Festival’s $20,000 marketing <br />campaign. Upon signing the grant agreement, the City will invoice the Virginia Tourism <br />Corporation for the $10,000 grant amount and hold it in reserve to be spent during April <br />and May 2019. The City will submit an interim progress report to the Virginia Tourism <br />Corporation on September 30, 2018 and a final report detailing how the grant money was <br />spent no later than 60 days after completion of the 2019 Umoja Festival. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount is $10,000 to be received before the end of fiscal year <br />2017-18. <br /> <br /> The grant requires a minimum of a $1:$1 match by the City. <br /> <br /> <br /> <br /> <br /> <br />
