June 12, 2018 <br /> <br /> <br /> The grant funds will be spent in April and May 2019 during the City’s 2019 fiscal <br />year. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Deputy City Manager & Director of Marketing, Communications & Tourism or <br />his designee will provide grant management and oversight. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $10,000 FROM THE <br />VIRGINIA TOURISM CORPORATION AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2018 GRANTS FUND FOR USE BY THE DEPARTMENT OF MARKETING, <br />COMMUNICATIONS AND TOURISM TO MARKET THE 2019 UMOJA FESTIVAL.” <br /> <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 219 - Adoption of an ordinance accepting an additional $157,971 of Community <br />Development Block Grant (CDBG) program funds and an additional $112,199 of <br />HOME Investment Partnerships program funds and appropriating said amounts in <br />the FY 2019 Community Planning and Development Fund for use in implementing <br />the Annual Action Plan. <br /> <br />Background: <br /> <br /> As part of the FY 2019 budget adoption process, the City’s budget was approved <br />with expected HUD entitlements and expected program income for the CDBG and HOME <br />programs. <br /> <br /> As part of the FY 2019 budget adoption process, the City expected a CDBG <br />entitlement of $1,399,104 and a HOME entitlement of $340,584. The total amount of <br />funds expected was $1,739,688. <br /> <br />Discussion: <br /> <br /> The US Department of Housing and Urban Development (HUD) announced the <br />allocation for CDBG and HOME after completion of the City budget process. The <br />allocations were higher than anticipated. The actual allocation for CDBG is $1,557,075 <br />and the actual allocation for HOME is $452,783, for a total allocation of $2,009,858. The <br />allocation is $270,170 more than expected at the time of City budget adoption. <br /> <br /> The additional CDBG and HOME funds need to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. <br /> <br /> These changes will ensure consistency between the actual revenue received and <br />the adopted City budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
