They will relay this data to a nearby gateway, which will in turn send the <br />information into the “cloud,” where it will be accessible to emergency management staff, <br />citizens, and academic researchers. <br /> <br /> The system has been envisioned as a one year pilot project. If the data proves to <br />be reliable and useful, the city can renew or expand the maintenance contract to add <br />sensors and gateways to additional areas. <br /> <br />Financial Impact: <br /> <br /> The grant is a 50/50 matching fund, meaning that it will cover half of the costs of <br />the purchase, installation, and maintenance of the equipment, while the city will cover the <br />other half. The city’s match is part of the FY 2018 Budget for the Department of <br />Engineering. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustment. <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A SUPPLEMENTAL LOCAL EMERGENCY <br />MANAGEMENT PERFORMANCE GRANT IN THE AMOUNT OF $6,330 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2018 GRANTS FUND FOR USE BY THE DEPARTMENT <br />OF ENGINEERING TO PURCHASE, MAINTAIN AND INSTALL FLOOD SENSORS.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 197 - Adoption of a resolution authorizing the grant of utility, access, and <br />related easements to Atlantic Coast Pipeline, LLC encumbering certain property <br />owned by the City of Portsmouth and located in Chesapeake and Suffolk. <br /> <br /> <br />Background: <br /> <br /> Dominion Energy has joined with three other major utility providers to create an <br />entity called Atlantic Coast Pipeline, LLC for the purpose of constructing a 600-mile <br />natural gas pipeline extending from West Virginia through southeastern Virginia to <br />southern North Carolina.In addition, a 70-mile lateral is planned for construction from the <br /> <br />Virginia-North Carolina border east to Chesapeake, terminating at the Gilmerton Bridge. <br /> <br /> The City owns certain land in Chesapeake and Suffolk where finished water <br />transmission mains are located and utilized by the Department of Public Utilities in its <br />delivery of water to the cities of Portsmouth and Chesapeake. Dominion has requested <br />that the City grant Atlantic Coast Pipeline, LLC certain limited easement rights to allow <br />the pipeline to cross the City’s land and to allow the construction of a small access road, <br />along with a standard temporary construction easement. <br /> <br /> The City and Dominion Energy work closely together on a regular basis to address <br />numerous issues related to the utility and right of way facilities of each. <br /> <br />Discussion: <br /> <br /> The easement rights requested by Dominion and Atlantic Coast Pipeline are minor. <br />They include crossing the City’s property with a natural gas pipeline in one location and <br />the right to construct a small 121’ by 30’ access road across the City’s property in a <br />second location. <br /> <br /> The City has required that several conditions be placed in the easement <br />documents to ensure that the City’s water transmission mains are not disturbed. <br />Dominion and Atlantic Coast Pipeline have agreed to all of the City’s required terms. <br /> <br /> <br /> <br /> <br /> <br /> <br />
