18 - 196 - Adoption of an ordinance accepting a Supplemental Local Emergency
Management Performance Grant in the amount of $6,330 from the Virginia
Department of Emergency Management and appropriating said amount in the FY
2018 Grants Fund for use by the Department of Engineering to purchase, maintain
and install flood sensors.

Background:

Through the U. S. Department of Homeland Security, the Federal Emergency
Management Agency (FEMA) provides the Emergency Management Performance Grant.
This grant provides federal funds to states to assist in preparing for all hazards, as
authorized by the Post Katrina Emergency Management Reform Act and the Robert T.
Stafford Disaster Relief and Emergency Assistance Act.

The Virginia Department of Emergency Management (VDEM), through its
Supplemental Local Emergency Management Performance (SLEMPG) Grant Program,
provides funding to cities, counties, and towns to support local emergency management
programs with priorities on projects for: mass causality equipment/supplies; mass care
equipment/supplies; public alert, warning and notification systems; civil disturbance joint
planning, training, or equipment; or CBRNE/Hazmat equipment.

Discussion:

The City applied for a grant from the Virginia Department of Emergency
Management to help fund the purchase, installation, and maintenance of flood sensors.

The flood sensor system includes thirteen ultrasound sensors and two central
gateways.
