<br />At a Regular Meeting of the City Council on Tuesday, May 22, 2018, there were
<br />present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray
<br />A. Smith., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager
<br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />Reverend Dr. Johnnie Drake opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Smith, to approve the minutes
<br />of a Called Meeting of May 7, 2018, of a Called Meeting of May 8, 2018, and of a Regular
<br />Meeting of May 8, 2018, and was adopted by the following vote:
<br />
<br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe
<br />Nays: None
<br />- Public Hearing -
<br />
<br />18-194 Public hearing with respect to the adoption of a proposed resolution granting
<br />easements to Atlantic Coast Pipeline, LLC in connection with the
<br />development and operation of a natural gas pipeline.
<br />
<br /> Mayor Rowe, due to ownership of stock in Dominion Energy, recused himself and
<br />
<br />passed the gavel to Vice Mayor Psimas during this public hearing.
<br />
<br /> Mr. Smith, as an employee of Dominion Energy, abstained from any discussion during
<br />
<br />this public hearing
<br />
<br />1. Max Bartholomew, 2700 Cromwell Drive, Norfolk, spoke in support of this item.
<br />
<br />18 - 195 - Public hearing on rezoning and code amendment applications:
<br />
<br />
<br />(a) CA-18-01 CITYWIDE -TheCity of Portsmouth is proposing to amend the City
<br />Zoning Ordinance to increase the minimum lot sizes only for new
<br />subdivisions and re-subdivisions in the General Residential (GR),
<br />Urban Residential (UR), and Urban Residential – High (UR-H) zoning
<br />districts at the request of the Portsmouth City Council. The minimum
<br />lot sizes proposed are no greater than: 1) In the General Residential
<br />(GR) district, 12,500 square feet with a lot width of 75 feet; 2) In the
<br />Urban Residential (UR) district, 6,000 square feet with a lot width of
<br />60 feet; and, 3) In the Urban Residential – High (UR-H) district, 7,500
<br />square feet with a lot width of 50 feet. The lot widths indicated above
<br />may be reduced to the average lot width in the same block. The
<br />proposed amendments will not affect existing lots of record, except
<br />as otherwise provided in the Zoning Ordinance. Planning
<br />Commission recommends approval of this application.
<br />
<br />1. Joann Clark, 4717 Thornwood Drive, voiced her concern with increased flooding due
<br /> to water runoff from lot sizes.
<br />
<br /> Motion by Ms. Psimas, and seconded by Mr. Smith, to concur with the
<br />recommendation of the Planning Commission that CA-18-01 be approved on first reading,
<br />and was adopted by the following vote:
