Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />18-176 (D): <br /> <br />“RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT <br />2019 ANNUAL ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND <br />AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN <br />THE CITY’S COMMUNITY PLANNING AND DEVELOPMENT GRANT <br />ENTITLEMENTS. <br /> <br /> WHEREAS, <br />pursuant to the Housing and Community Development Act of 1974, <br />as amended, the Cranston-Gonzalez National Affordable Housing Act of 1992, as <br />amended, (“Acts”), financial assistance is provided to enable localities to provide decent <br />housing, establish and maintain suitable living environments, and expand economic <br />opportunities for low to moderate income residents; and <br /> <br />WHEREAS, <br /> each of the Community Planning and Development programs <br />(Community Development Block Grant and Home Investment Partnerships) shall be <br />operated on a single consolidated program year; and <br /> <br />WHEREAS, <br /> the required public hearing has been held and the City Council has <br />reviewed the proposed 2019 Annual Action Plan; and <br /> <br />WHEREAS, <br />it is necessary that this Council take official action regarding the 2019 <br />Annual Action Plan to comply with the regulations of the aforementioned Acts; and <br /> <br />WHEREAS, <br />this Council is aware of the federal regulations governing the <br />undertaking and carrying out of activities under the community planning and development <br />programs; and <br /> <br />WHEREAS, <br />this Council recognizes its responsibility to direct that safeguards be <br />established to protect employees from using their positions for a purpose that gives the <br />appearance of being motivated by a desire for private gain for themselves or others, <br />particularly those with whom they have family, business or other ties; and <br /> <br /> <br /> <br /> <br /> <br />
