May 8, 2018 18-176 (B): “ORDINANCE TO MAKE A TECHNICAL AMENDMENT TO APPENDIX A OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) TO REFLECT THE EXECUTION OF A CONTRACT WITH THE CITY OF CHESAPEAKE IN 2017 FOR THE PROVISION OF WATER AND TO AMEND APPENDIX A TO ELIMINATE THE CURRENT CHARGE FOR AMBULANCE BILLING – IV SUPPLIES.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe Nays: None Motion by Mr. Clark, and seconded by Ms. Psimas, to adopt the following ordinance, and was adopted by the following vote: 1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. 18-176 (C): “ORDINANCE ADOPTING THE FY 2019 CLASSIFICATION AND PAY PLAN FOR EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe Nays: None Motion by Ms. Lucas-Burke, and seconded by Mr. Smith, to adopt the following resolution, and was adopted by the following vote: 1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. 18-176 (D): “RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT 2019 ANNUAL ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY’S COMMUNITY PLANNING AND DEVELOPMENT GRANT ENTITLEMENTS. WHEREAS, pursuant to the Housing and Community Development Act of 1974, as amended, the Cranston-Gonzalez National Affordable Housing Act of 1992, as amended, (“Acts”), financial assistance is provided to enable localities to provide decent housing, establish and maintain suitable living environments, and expand economic opportunities for low to moderate income residents; and WHEREAS, each of the Community Planning and Development programs (Community Development Block Grant and Home Investment Partnerships) shall be operated on a single consolidated program year; and WHEREAS, the required public hearing has been held and the City Council has reviewed the proposed 2019 Annual Action Plan; and WHEREAS, it is necessary that this Council take official action regarding the 2019 Annual Action Plan to comply with the regulations of the aforementioned Acts; and WHEREAS, this Council is aware of the federal regulations governing the undertaking and carrying out of activities under the community planning and development programs; and WHEREAS, this Council recognizes its responsibility to direct that safeguards be established to protect employees from using their positions for a purpose that gives the appearance of being motivated by a desire for private gain for themselves or others, particularly those with whom they have family, business or other ties; and
