May 8, 2018 <br /> <br />WHEREAS, <br />this Council has found that the proposed 2019 Annual Action Plan is <br />appropriate to meet the needs of the City and, therefore, is acceptable; <br /> <br />NOW THEREFORE BE IT RESOLVED <br />by the Council of the City of Portsmouth, <br />Virginia, that the proposed 2019 Annual Action Plan having been reviewed and <br />considered, said Plan be and hereby is approved as final in all respects, and the City <br />Manager is hereby authorized to file any additional information as maybe required with <br />the Department of Housing and Urban Development in order to obtain funding for the <br />programs addressed in the Plans. <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is designated as the certifying <br />officer and authorized representative of the City of Portsmouth and shall provide <br /> <br />assurances as required of the locality by the Acts for the approval of the Program.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />1. Sergio Neal, 1560 Darren Drive, spoke in support of increased school funding for <br /> teacher raises. <br /> <br />2. Lorenzo Waters, 811 Hancock Avenue, spoke in support of the fully funding the <br /> schools budget and raises for teachers. <br /> <br />3. Brenda Joseph, 4205 Summerset Drive, spoke in support of increased school funding <br /> for teacher raises. <br /> <br />18-176 (E): <br /> <br />“ORDINANCE APPROVING THE FISCAL YEAR 2019 OPERATING BUDGET FOR <br />THE PORTSMOUTH PUBLIC SCHOOL SYSTEM IN THE AMOUNT OF $193,290,217 <br />AND APPROPRIATING THE NECESSARY FUNDS TO IMPLEMENT SAID BUDGET <br />FOR THE FISCAL YEAR 2019.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: Whitaker <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />2. James Overton, 315 Astor Avenue, asked that City Council act quickly to build an <br /> additional fire station to provide for better response time in the Truxton neighborhood. <br /> <br />18-176 (F): <br /> <br />“ORDINANCE APPROVING THE FY 2019-2023 CAPITAL IMPROVEMENT <br />PROGRAM AND APPROPRIATING $38,140,062 IN THE FY 2019 CAPITAL <br />IMPROVEMENT FUND, $56,800,000 IN THE FY 2019 PUBLIC UTILITIES CAPITAL <br />IMPROVEMENT FUND AND $250,000 IN THE FY 2019 PARKING AUTHORITY <br />CAPITAL IMPROVEMENT FUND.” <br /> <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />Motion by Mr. Moody, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
