October 14, 1986 UNFINISHED BUSINESS - 86-338 - Use permit and group housing applications: (a) UP 86-9 - PORT NORFOLK NEIGHBORHOOD: Use permit appli- cation of Mark and Sherbie Skeen for cenversio~ of a single family dwelling to a dupliex at 2701 Bayview Boulevard, approved on first reading at the Public Hearing of September 16, 1986, was taken up and read. On motion of Mrs. Webb and seconded by Mr. Gray, the following resolution was adopted on final reading, and by the following tote: "A RESOLUTIDN GRANTING A USE PERMIT TO MARK AND SHERBIE SKEEN FOR THE CONVERSION OF AN EXISTING SINGLE-FAMILY DWELLING TO A DUPLEX RESIDENCE AT 2701 BAYVIEW BOULEVARD (UP 86-9). WHEREAS, Mark and Sherbie Skeen has made application pnrsuant to §40-102 (B) for a use permit to convert an existing single-famil residence to a dupl&x-res,idenne at 2701 Bayview Boulevard (Tax Map 140, Parcel S( which is located in the Port Norfolk Historic Distri and WHEREAS, the applicant and the Planning Director have don~ all things required to be done in connection with said application~ and WHEREAS, the Planning Commission has recommended the granting of a use permit with conditions for the conversion of an existing single-family dwelling to a duplex residential structure. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of 'ortsmouth, Virginia: (1) That the use for which the use permit is sought: (a) Will not adversely affect the health and safety of ~ersons resideing in the neighborhood of the proposed use; (b) Will not be detrimental to the public use or injurim :o the property of improvements in the neighborhood; and (c) Will be in accord with the purposes of the Zonigg Chapter of the City Code. 2. Mark and Sherbie Skeen are hereby granted a use peymi~ pur- suant to ~40-102 lb) to convert an existing s~ngle-fam~ly resmdence to a duplex residential structure at 2701 Bayview Boulevard, such conversion ~o be in compliance with the regulations applicable the Port Norfolk Historic Residential Subdistrict as provided the Zoning Chapter of the Code of the City of Portsmouth, Virg 1973, as amended, such approval being granted subject to the f, lng terms and conditions: (a) The applicant shall comply with all applicable codes ordinances, policies and regulations of the City of PortsmoUth Firginia, and shall obtain all necessary licenses and permits.
