October 14, 1986 <br /> <br />(~b) Use Permit UP-86-12 <br /> <br />PORT NORFOLK NEIGHBORHOOD: Use De: <br />mit application of Thomas Lennie <br />Holland for conversion of a single <br />family dwelling to a duplex at 638 <br />Mt. Vernon Avenue. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, to concur in the <br />ecommendation of the Planning Commission, UP 86-12 for conversion <br /> a single family dwelling to a duplex at 638 Mt. Vernon Avenue, <br /> approved on first reading, and was adopted by unanimous vote. <br /> <br />(c) CA 86-3 <br /> <br />A proposal to amend S~ction 40-120 of the City <br />Code pertaining to the Downtown D-1 District <br />Design Committee. <br /> <br /> Leslie R. French, III, 208 Glasgow~treet, representing Ports- <br /> Federation of C~vlc Clubs, spoke/opposition of the Planning <br /> recommendations, and recommended t~at 3 Residents of the City <br />chosen to provide professional expertise on each as architects, <br /> ~rofessionals, and a real estate professional or a historian; <br /> City Staff person recommended by the City Manager; and addition o~ <br /> of Interest Statement. <br /> <br /> Cliff Page, 465 Primrose Street, requested 5 additional minutes <br />speak. <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Barnes, to suspend the <br />rules to grant Mr. Page an additional 5 minutes, as requested, and <br />~as adopted by unanimous vote. <br /> <br />Mr. Page spoke in opposition of the code amendment proposed. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, to suspend the <br />?ules for Leslie R. French, III, to answer question for Councilman <br />{impson, and was adopted by unanimous vote. <br /> <br />Councilman Simpson inquired of the proposed recommendations by <br />:he Federation of Civic Clubs regarding 3 residents to be chosen and <br /> City Staff person to the recommendations by.the Planning Commissio. <br /> <br />Mr. French responded. <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Lucas, to concur with <br />he recommendations of the Federation of Civic Clubs by appointing <br /> Residents and 1 City Staff person, and CA 86-3 was approved on fir <br />eading, and was adopted by the following vote: <br /> <br /> Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holley <br /> . Nays: None <br /> <br />- A proposal to amend Section 40 of the City Code <br /> pertaining to conversions in the Olde Towne and <br /> Park View historic districts. <br /> <br /> Katherine Williams, 361 Court Street, representing Olde Towne <br />iivic League, requested 2 additional minutes to speak. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, to suspend the <br />rules to grant Ms. Williams 2 additional minutes, and was adopted <br />,y unanimous vote. <br /> <br /> Ms. Williams spoke c~ne~rning the proposed amendment and that <br />:he Olde Towne CiviC League supports the amendment. <br /> <br /> Motion of Mrs. Webb and seconded by Mrs. Lucas, that CA 86-7 be <br />~roved on first reading, and was adopted by unanimous vote. <br /> <br /> <br />
