October 14, 1986 (~b) Use Permit UP-86-12 PORT NORFOLK NEIGHBORHOOD: Use De: mit application of Thomas Lennie Holland for conversion of a single family dwelling to a duplex at 638 Mt. Vernon Avenue. Motion of Mrs. Webb and seconded by Mr. Gray, to concur in the ecommendation of the Planning Commission, UP 86-12 for conversion a single family dwelling to a duplex at 638 Mt. Vernon Avenue, approved on first reading, and was adopted by unanimous vote. (c) CA 86-3 A proposal to amend S~ction 40-120 of the City Code pertaining to the Downtown D-1 District Design Committee. Leslie R. French, III, 208 Glasgow~treet, representing Ports- Federation of C~vlc Clubs, spoke/opposition of the Planning recommendations, and recommended t~at 3 Residents of the City chosen to provide professional expertise on each as architects, ~rofessionals, and a real estate professional or a historian; City Staff person recommended by the City Manager; and addition o~ of Interest Statement. Cliff Page, 465 Primrose Street, requested 5 additional minutes speak. Motion of Mrs. Lucas and seconded by Mr. Barnes, to suspend the rules to grant Mr. Page an additional 5 minutes, as requested, and ~as adopted by unanimous vote. Mr. Page spoke in opposition of the code amendment proposed. Motion of Mr. Gray and seconded by Mrs. Lucas, to suspend the ?ules for Leslie R. French, III, to answer question for Councilman {impson, and was adopted by unanimous vote. Councilman Simpson inquired of the proposed recommendations by :he Federation of Civic Clubs regarding 3 residents to be chosen and City Staff person to the recommendations by.the Planning Commissio. Mr. French responded. Motion of Mr. Barnes and seconded by Mrs. Lucas, to concur with he recommendations of the Federation of Civic Clubs by appointing Residents and 1 City Staff person, and CA 86-3 was approved on fir eading, and was adopted by the following vote: Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holley . Nays: None - A proposal to amend Section 40 of the City Code pertaining to conversions in the Olde Towne and Park View historic districts. Katherine Williams, 361 Court Street, representing Olde Towne iivic League, requested 2 additional minutes to speak. Motion of Mr. Gray and seconded by Mrs. Webb, to suspend the rules to grant Ms. Williams 2 additional minutes, and was adopted ,y unanimous vote. Ms. Williams spoke c~ne~rning the proposed amendment and that :he Olde Towne CiviC League supports the amendment. Motion of Mrs. Webb and seconded by Mrs. Lucas, that CA 86-7 be ~roved on first reading, and was adopted by unanimous vote.
