October 14, 1986 <br /> <br /> Marilee <br />Development, <br /> · s and <br /> <br />Hawkins, Director of Housing Services and Community <br />will meet with the Portsmouth/Chesapeake Board of <br />with civic leagues to review these changes. <br /> <br />I recommend adoption of this ordinance.' <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Simpson, the follow- <br />ng ordinance was adopted on first and final reading, and by the <br />ollowing vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH~ <br />VIRGINIA, 1973, BY AMENDING SECTIONS 17-16, 17-17, 17-~8, <br />17-19, 17-23, 17-31, 17-32, and 17-33 THEREOF PERTAINING <br />TO THE HOUSING CODE." <br /> <br />Ayes: Barnes, Corprew, Gra~, Lucas, Simpson, Webb, Holle <br />Nays: None <br /> <br /> 86-361 Letter from <br />an ordinance to amend the <br />following: <br /> <br />the City Manager recommending adoption <br />Portsmouth City Code by amending the <br /> <br />of <br /> <br />(a) Chapter 39 pertaining to weeds and debris. <br />(b) Chapter 14 pertaining to City refuse collections. <br />(c) Chapter 6 pertaining to the definition of debris. <br />(d) Chapter 6 referencing implementation of BOCA. <br /> <br /> "Enclosed for your review and consideration are several propose <br />hanges to the City Code. The proposed changes are intended To <br />clarify and strengthen codes related to debris, weeds and b~lk re- <br />fuse. <br /> <br /> la] Chapter 39 is modified ~o broaden the definition Of debris <br />to include discarded or abandoned appliances or machinery. Ad. <br />ally, the height limitation for weeds in Section 39-2 is chang <br />1S to 10 inches. <br /> <br /> (b) Chapter 14 changes include those necessary to allow the <br />City to abate bulk refuse violations and charge the owner o~ tenant <br />Section 14-27 is modified to clarify the apartment owner aslbe~ng <br />responsible for providing adequate marked garbage container~ for <br />each apartment.
