While the annual operating budget makes poss- <br />ible the delivery of vital day to day government services, the CIP <br />gives you an opportunity to shape the physical environment, thereby <br />creating a social environment which will be enjoyed and used by our <br />citizens over the next several decades and beyond. Therefore, it i <br />important to remember that your actions in approving the CIP will <br />have both immediate and long term importance. <br /> <br /> Please note as you examine the proposed CIP a change in format <br />from previous years, a change which will give you more information <br />in a clearer fashion. On the project summary pages which precede <br />each category:an~don the 1986-91 project summary page near the end <br />of the document there is a new column. In the pasT, the summaries <br />showed a five year total, but any prior and future authorization <br />could be determined only by turning to each individual project page <br />The new format shows both the five year total and the project total <br />including any of the prior or future year amount. I think you will <br />find that this refinement will make it possible for you to more <br />easily grasp the total financial impact of each project. <br /> <br /> In recent years you have instructed me to emphasize economic <br />development activities, and I have done so. Your commitment to <br />responsible economic development has helped the private sector <br />create new jobs, new homes, and an expanded tax, base all to the <br />benefit of our City and its citizens. Thesesa~cesses are documente, <br />elsewhere, so I will not discuss them in detail here. I mention <br />them only to point oun that because of your ambitious and demonstra <br />commitment to economic development it is not possible to shift our <br />attention and itensify our efforts in providing improved services <br />to Portsmouth's neighborhoods. <br /> <br /> <br />
