April 10, 2018 Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe Nays: None 18 - 136 - Adoption of an ordinance accepting a Litter Prevention and Recycling Program Grant in the amount of $15,849 from the Virginia Department of Environmental Quality and appropriating said funds in the FY 2018 Grants Fund for use by the Stormwater and Waste Management Divisions for education and public outreach. Background:  The Stormwater and Waste Management Divisions applied for and received a Virginia Litter and Recycling Grant from the Virginia Department of Environmental Quality.  This grant supports ongoing education and public outreach efforts in the community to protect the environment and to help keep the city of Portsmouth clean.  Education and public outreach are a significant component of our stormwater management and waste management divisions’ programming, and these activities are required by our Virginia Stormwater Management Program Permit that regulates how the . city of Portsmouth operates its stormwater program Discussion:  A portion of this grant will be used for materials and supplies to promote ongoing litter prevention and recycling efforts by the Waste Management Division.  Monies from this grant will also be used to maintain existing pet waste stations and to promote stormwater outreach activities relating to proper disposal of yard waste, etc.  The city has received grant funds to support program activities since FY2014. Financial Impact:  There is no requirement for matching funds. There is no financial impact to the city. Recommended Action:  Adoption of the ordinance. 1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. Motion by Mr. Clark, and seconded by Ms. Psimas, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A LITTER PREVENTION AND RECYCLING PROGRAM GRANT IN THE AMOUNT OF $15,849 FROM THE VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY AND APPROPRIATING SAID FUNDS IN THE FY 2018 GRANTS FUND FOR USE BY THE STORMWATER AND WASTE MANAGEMENT DIVISIONS FOR EDUCATION AND PUBLIC OUTREACH.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe Nays: None 18 - 137 - Adoption of an ordinance to amend the FY 2018 Capital Improvement Fund Budget by authorizing the transfer of $150,000 from the Brighton Elementary School Roof Replacement Project to the Westhaven Elementary School Roof Replacement Project. Background:  The Westhaven Elementary School Roof Replacement Project is under construction.  The Brighton Elementary School Roof Replacement Project is currently out for bid.
