April 10, 2018 <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 136 - Adoption of an ordinance accepting a Litter Prevention and Recycling <br />Program Grant in the amount of $15,849 from the Virginia Department of <br />Environmental Quality and appropriating said funds in the FY 2018 Grants Fund for <br />use by the Stormwater and Waste Management Divisions for education and public <br />outreach. <br /> <br /> <br />Background: <br /> <br /> The Stormwater and Waste Management Divisions applied for and received a <br />Virginia Litter and Recycling Grant from the Virginia Department of Environmental Quality. <br /> <br /> This grant supports ongoing education and public outreach efforts in the <br />community to protect the environment and to help keep the city of Portsmouth clean. <br /> <br /> Education and public outreach are a significant component of our stormwater <br />management and waste management divisions’ programming, and these activities are <br />required by our Virginia Stormwater Management Program Permit that regulates how the <br />. <br />city of Portsmouth operates its stormwater program <br /> <br />Discussion: <br /> <br /> A portion of this grant will be used for materials and supplies to promote ongoing <br />litter prevention and recycling efforts by the Waste Management Division. <br /> <br /> Monies from this grant will also be used to maintain existing pet waste stations and <br />to promote stormwater outreach activities relating to proper disposal of yard waste, etc. <br /> <br /> The city has received grant funds to support program activities since FY2014. <br /> <br />Financial Impact: <br /> <br /> There is no requirement for matching funds. There is no financial impact to the <br />city. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A LITTER PREVENTION AND RECYCLING PROGRAM <br />GRANT IN THE AMOUNT OF $15,849 FROM THE VIRGINIA DEPARTMENT OF <br />ENVIRONMENTAL QUALITY AND APPROPRIATING SAID FUNDS IN THE FY 2018 <br />GRANTS FUND FOR USE BY THE STORMWATER AND WASTE MANAGEMENT <br />DIVISIONS FOR EDUCATION AND PUBLIC OUTREACH.” <br /> <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 137 - Adoption of an ordinance to amend the FY 2018 Capital Improvement <br />Fund Budget by authorizing the transfer of $150,000 from the Brighton <br />Elementary School Roof Replacement Project to the Westhaven Elementary <br />School Roof Replacement Project. <br /> <br /> <br />Background: <br /> <br /> The Westhaven Elementary School Roof Replacement Project is under <br />construction. <br /> <br /> The Brighton Elementary School Roof Replacement Project is currently out for bid. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
