April 10, 2018 Financial Impact:  The grant requires a local match of $131,862.00, which will be satisfied through services provided by Portsmouth Department of Behavioral Healthcare Services. Recommended Action:  Adoption of ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustment. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: ORDINANCE ACCEPTING A SHELTER PLUS CARE GRANT IN THE AMOUNT OF “ $527,449 FROM THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND APPROPRIATING SAID FUNDS IN THE FY 2018 GRANTS FUND FOR USE BY THE DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES TO PROVIDE SUPPORTIVE SERVICES TO CHRONICALLY HOMELESS PORTSMOUTH RESIDENTS. ” Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe Nays: None 18 - 135 - Adoption of an ordinance accepting an allocation of $37,405 from the Virginia Technology Trust Fund and appropriating said amount in the FY 2018 Grants Fund for use by the Portsmouth Circuit Court Clerk’s Office to fund technology maintenance and improvements. Background:  The Technology Trust Fund (TTF) is funded by a standard fee assessed by the Clerk of each Circuit Court on each civil action, each instrument recorded in the deed books, and each judgment docketed. The purpose of TTF funding is to develop and update individual land record automation plans, implement automation plans to modernize land records and to provide secure remote access. TTF may be used to obtain and update office automation and information equipment including software and conversion services, preserving, maintaining and enhancing court records and improving public access to court records. The TTF is authorized by Virginia Code §17.1-279. Discussion:  The Clerk of Circuit Court utilizes these funds for the purposes stated in Virginia Code §17.1-279. Financial impact:  There is no local cash match required. Recommended Action:  Adoption of ordinance. Next Steps Following Council Action:  The Finance Department will disburse TTF funds to the Circuit Court Clerk’s Office monthly upon receipt from the State Compensation board.
