April 10, 2018 <br /> <br />18 - 133 - Public hearing on rezoning and use permit applications: <br /> <br />(a) Z-17-03 CHURCHLAND - Robert C. Barclay, IV, Esq., on behalf of Twin <br />Pines, LLC, requests a rezoning on a conditionally zoned property at <br />3993 Twin Pines Road to allow for the construction of a Dollar <br />General store. The property is zoned Conditional High Density Urban <br />Residential, URH-K. The proposed zoning for the property is <br />Conditional General Mixed Use, GMU-K. The Comprehensive Plan <br />recommends multi-family residential development for the property. <br />Applicant requested withdrawal of this item. <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Moody, to withdraw Item Z-17-03 by <br />request of the applicant, and was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />(b) UP-18-02 MARYVIEW - C. E. Forehand, on behalf of T-Mobile <br />Communications, is requesting a Use Permit to erect a 160 foot <br />monopole telecommunications tower and equipment compound off <br />Glasgow Street just east of Maryview Hospital between Whispering <br />Oaks Apartments and High Street. The property is owned by Brad <br />Barker, is zoned Urban Residential – High (UR-H). Planning <br />Commission recommends approval of this application with <br />conditions. <br /> <br />1. C. E. Forehand, 219 Sir Oliver Road, Norfolk, spoke on behalf of the applicant. <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-18-02 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Whitaker <br /> <br />- City Manager’s Report - <br /> <br />18 - 134 - Adoption of an ordinance accepting a Shelter Plus Care Grant in the <br />amount of $527,449 from the Department of Housing and Urban Development and <br />appropriating said funds in the FY 2018 Grants Fund for use by the Department of <br />Behavioral Healthcare Services to provide supportive services to chronically <br />homeless Portsmouth residents. <br /> <br />Background: <br /> <br /> On January 12, 2018 Portsmouth Continuum of Care was notified that PDBHS was <br />awarded $527,449 toward the renewal of the Shelter Plus Care Program. <br /> <br />Discussion: <br /> <br /> As an integral component of the Portsmouth Continuum of Care Housing Plan, the <br />Shelter Plus Care Program has provided an opportunity for affordable, permanent and <br />safe supportive housing choices to over 146 homeless citizens since 1994. There are <br />currently 38 single adults and 9 families with 29 members, adults and children, in the <br />Shelter Plus Care Program. <br /> <br /> The Shelter Plus Care and Supportive Housing Programs provide housing, case <br />management, supportive groups and financial management, while encouraging stability, <br />employment and independence for individuals and families living with HIV/AIDS and/or <br />mental health, intellectual/developmental, and substance abuse disabilities. <br /> <br /> This program is an integral part of the City of Portsmouth’s ten-year plan to end <br />homelessness and has contributed favorably by proving to be a positive influence in the <br />effort to improve neighborhood quality, economic development and the fiscal strength of <br />the city. <br /> <br /> <br /> <br /> <br /> <br />
