April 10, 2018 <br /> <br />At a Regular Meeting of the City Council on Tuesday, April 10, 2018, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis <br />Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Reverend Lorenza Meekins opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a <br />Called Meeting of March 10, 2018, of a Called Meeting of March 12, 2018, of a Called <br />Meeting of March 13, 2018, of a Regular Meeting of March 13, 2018, and of a Called <br />Meeting of March 26, 2018, and was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br />- Public Hearing - <br /> <br /> <br />18-131 Public hearing to solicit citizen comments on the Annual Action Plan. <br /> <br />1. Lorenzo Waters, 811 Hancock Avenue, spoke in support of full funding for the schools. <br /> <br />18-132 (a) Public hearing to consider the Annual Operating Budget for FY2019. <br /> <br />1. Ann Stewart, 3605 Lilac Drive, voiced her concern with the real estate tax assessment. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the plan to fund <br />raises/bonuses for employees, savings in tipping fees, increase in revenue from the <br />use of money, and auditor salary. He also suggested a comprehensive transit service, <br />bike sharing program and charge for Sunset Thursdays. <br /> <br />3. Sergio Neil, 1560 Darren Circle, asked that City Council fund raises for school <br />employees. <br /> <br />4. Sherry Bailey, 917 Mount Vernon Avenue, asked for support in funding for Portsmouth <br /> Theatre Academy. <br /> <br />5. Juanita Jones, 1505 Parker Avenue, asked that City Council fund raises for school <br /> employees. <br /> <br />6. Trulinda Britt, 1004 Robinson Road, spoke in support of full funding for the schools. <br /> <br /> (b) Public hearing on recommended 2019-2023 Capital Improvement <br /> Program. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that funding for Portside be <br /> reallocated and voiced his opposition to the tearing down of Willett Hall. He also <br /> suggested that solar panels be installed as part of Social Service building <br /> improvements. <br /> <br />2.
