February 13, 2018 <br /> <br />Discussion: <br /> <br /> The PPD has a well-developed plan in place that serves as the blueprint for our <br />comprehensive approach to recruiting highly qualified diverse individuals for careers in <br />law enforcement. A major recruiting focus will be increasing our minority candidates to <br />reflect more closely to our community demographics. The PPD is looking to capitalize on <br />the unique assets of the Portsmouth community and the department as a recruitment <br />attraction. <br /> <br /> The PPD's recruitment plan encompasses purchasing necessary equipment, <br />supplies, registration fees, travel and other expenses for participation in and conducting <br />of recruitment events. <br /> <br />Financial Impact: <br /> <br /> <br /> The City does have to provide an in-kind match of $2,000, which will be satisfied <br />by the salaries of one or more officers participating in the program. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The finance department will make the necessary budget adjustment. In addition, <br />the Chief of Police or her designee will provide grant management and oversight. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN EDWARD BYRNE MEMORIAL JUSTICE <br />ASSISTANCE GRANT FOR RECRUITMENT/HIRING IN THE AMOUNT OF $18,000 <br />FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND <br />APPROPRIATING SAID FUNDS IN THE FY 2018 GRANTS FUND FOR USE BY THE <br />PORTSMOUTH POLICE DEPARTMENT TO FUND RECRUITING ACTIVITIES.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 72 - Adoption of an ordinance formally changing the name of Voting Precinct <br />14 to “Brighton Elementary School”. <br /> <br />Background: <br /> <br /> On January 23, 2018 City Council adopted Ordinance 2018-08, which amended <br />the City Code to change the voting location for Precinct 14 from Emily N. Spong Preschool <br /> <br />to Brighton Elementary School. <br /> <br /> <br /> The change was necessary due to the closure of Emily N. Spong Preschool. <br /> <br /> Written notice of the change will be mailed to registered voters in Precinct 14 at <br /> <br />the end of this month. <br /> <br /> As required by law, the General Registrar promptly submitted the Ordinance <br /> <br />changing the voting location to the Virginia Board of Elections. <br /> <br /> The Board of Elections has requested that City Council also adopt an ordinance <br />formally changing the name of Precinct 14 to the name of the new voting location, <br /> <br />“Brighton Elementary School”. <br /> <br />Discussion: <br /> <br /> The Board of Elections has never before required an ordinance “naming” a <br /> <br />Precinct, but there is no prejudice to the city from adopting such an ordinance. <br /> <br /> Adoption of the ordinance is necessary to ensure that the Board of Elections timely <br />processes the voting location change so that the General Registrar can mail public notice <br /> <br />of the change to voters. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact. <br /> <br /> <br /> <br /> <br /> <br /> <br />
