February 13, 2018 <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The General Registrar/Director of Elections will notify voters by mail of the new <br />precinct location in a timely manner and will advertise the change in the local newspaper. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE FORMALLY CHANGING THE NAME OF VOTING PRECINCT 14 TO <br />“BRIGHTON ELEMENTARY SCHOOL”. <br /> <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 73 - Adoption of a resolution directing City staff to prepare a proposed <br />amendment to the zoning ordinance to increase the minimum size requirements <br />for new residential lots for the purpose of ensuring that the lots are compatible with <br />the surrounding neighborhood. <br /> <br />Background: <br /> <br /> Effective May 1, 2010 City Council adopted a new Zoning Ordinance that <br />consolidated 13 residential zoning districts into 4 districts and substantially reduced the <br />minimum lot size requirements for new residential development throughout the City. <br /> <br /> As a result of the reduced lot sizes, infill development is now occurring that is <br />negatively impacting the City’s residential neighborhoods. Specifically, existing lots are <br />being acquired and subdivided to permit the construction of multiple new homes on lots <br />that are substantially smaller than the surrounding properties. This activity is incompatible <br />with the existing character of the affected neighborhoods. <br /> <br /> At the January 23, 2018 City Council Work Session, Council members expressed <br />concern about the impact of this infill development on neighborhoods. <br /> <br />Discussion: <br /> <br /> Under the current project to substantially amend the Zoning Ordinance, which is <br />anticipated to be completed in the next twelve months, an in depth analysis is being <br />conducted to establish lot requirements that are consistent with current development <br />patterns. <br /> <br /> In the interim, the infill development lot size issue can be addressed by amending <br />the Zoning Ordinance to increase minimum size requirements for new residential lots. <br /> <br /> In accordance with state and City code, the proposed Resolution formally directs <br />staff to commence the process of preparing the proposed amendment for consideration <br />by the Planning Commission and City Council. <br /> <br />Financial impact: <br /> <br /> No financial impact. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> Staff will draft a proposed amendment creating a short term “residential lot size <br />patch” to address the infill development issue until the substantial amendment of the <br />Zoning Ordinance is completed and adopted. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O.
