February 13, 2018 <br /> <br />- City Manager’s Report - <br /> <br />18 - 70 - Adoption of an ordinance accepting an Edward Byrne Memorial Justice <br />Assistance Grant for police/youth projects in the amount of $18,000 from the <br />Virginia Department of Criminal Justice Services and appropriating said funds in <br />the FY 2018 Grants Fund for use by the Portsmouth Police Department to fund <br />costs related to the Police Athletic League. <br /> <br />Background: <br /> <br /> <br /> The Portsmouth Police Department (PPD) has been awarded year two of grant <br />funding in the amount of $18,000 from the Virginia Department of Criminal Justice <br />Services (DCJS) for Police Explorer uniforms, athletic equipment, educational trips, <br />supplies, and PAL insurance. <br /> <br />Discussion: <br /> <br /> The PPD has made concerted efforts to combat home-grown gangs, juvenile crime, <br />violence, and drug possession and use issues. One of the major programs in our arsenal <br />is the Police Athletic League (PAL). <br /> <br /> The PAL program is based upon the conviction that young people, if they are <br />reached early enough, can develop strong positive attitudes toward police officers in their <br />journey through life toward the goals of maturity and good citizenship. <br /> <br /> The funds received will enable PPD to purchase Police Explorer uniforms, athletic <br />equipment, educational trips, supplies, and PAL insurance. <br /> <br />Financial Impact: <br /> <br /> <br /> The City does have to provide an in-kind match of $2,000, which will be satisfied <br />by the salaries of one or more officers participating in the program. <br /> <br />Recommended Actions: <br /> <br /> Adoption of an ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The finance department will make the necessary budget adjustment. In addition, <br />the Chief of Police or her designee will provide grant management and oversight. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN EDWARD BYRNE MEMORIAL JUSTICE <br />ASSISTANCE GRANT FOR POLICE/YOUTH PROJECTS IN THE AMOUNT OF <br />$18,000 FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES <br />AND APPROPRIATING SAID FUNDS IN THE FY 2018 GRANTS FUND FOR USE BY <br />THE PORTSMOUTH POLICE DEPARTMENT TO FUND COSTS RELATED TO THE <br />POLICE ATHLETIC LEAGUE.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 71 - Adoption of an ordinance accepting an Edward Byrne Memorial Justice <br />Assistance Grant for recruitment/hiring in the amount of $18,000 from the Virginia <br />Department of Criminal Justice Services and appropriating said funds in the FY <br />2018 Grants Fund for use by the Portsmouth Police Department to fund recruiting <br />activities. <br /> <br />Background: <br /> <br /> The Portsmouth Police Department (PPD) has been awarded second year of grant <br />funding of $18,000 from the Virginia Department of Criminal Justice Services (DCJS). <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
