October 28, 1986 <br /> <br />On motion of ~rs. Webb and seconded by <br />lng ordinance was approved on first reading, <br /> vote: <br /> <br />Mr. Simpson, the follow <br />and was adopted by <br /> <br />"AN ORDINANCE TO APPROPRIATE $3,301,326 FROM THE CAPITAL <br />IMPROVEMENT FUND FOR RENOVATION OF CITY PARK." <br /> <br /> 86-385 Letter from the City ~anager recommending adoption of <br />an ordinance to appropriate $568,000 for the purchase of the Seawall <br />Restaurant property on the waterfront in accordance with the Priorit <br /> Plan. <br /> <br /> "As Council is aware, the Priority Action Plan endorsed by City <br />Council recommends the acquisition of the Seawall Restaurant to en- <br />able maximum development in the remaining open parcels of waterfront <br /> <br /> Negotiations between officials of the Portsmouth Redevelopment <br /> Housing Authority (PRHA), the Economic Development Department, <br /> City Attorney's Office, and my office, have been underway for <br />months. Successful negotiations have now been completed, and <br />PRHA will pay $1,068,000 for the property and the leasehold interest <br /> such time as a suitable development is found, tenants of the <br />Seawall Restaurant will pay approximately $42,000 a year in rent <br />(or $3,500 a month), and all utilities. <br /> <br /> It is, therefore, recommended that $568,000 be appropriated Rna <br />transferred to PRHA with the understanding that this amount would b~ <br />refunded to the City of Portsmouth upon the sale and that portions <br />this amount would be refunded based upon the lease." <br /> <br /> On motion of Mrs. Webb and seconded by Mrs. Lucas, the followi <br />ordinance was approved on first reading, and was adopted by unanimo <br /> <br />"AN ORDINANCE TO APPROPRIATE $568,000 FRO~ THE CAPITAL <br />IMPROVEMENT FUND FOR THE PURCHASE OF THE SEAWALL RESTAURANT <br />PROPERTY.I' <br /> <br /> 86-386 Letter from the City Manager recommending adoption of <br />an ordinance to amend the City Code by amending Article V, Chapter <br />29, pertaining to private detectives and private detective agencies. <br /> <br /> "At the request of the Chief of Police, the City Attorney has <br />reviewed our current licenszng requzrement for private detective <br />agencies in order to compare same with the applicable provisions of <br />the State Code and the regulations adopted pursuant thereto. <br /> <br /> Individuals who seek licensing by the City must be registered <br />and licensed by the Commonwealth, and our Code need not be more <br />restrictive than the State requirements. This review reveals that <br />our ordinance requires that an applicant have three years prior <br />investigative experience which the State no longer requires. In <br />addition, our ordinance provides that the applicant can never have <br />been convicted of a misdemeanor involving moral turpitude while the <br />State regulations provides that the applicant shall not been convict <br />of a misdemeanor directly related to the occupation. <br /> <br /> The City Attorney has prepared the attached ordinance which <br />revises our regulations to parallel the State requirements, and I <br />recommend its adoption." <br /> <br /> On motion of Mrs. Lucas and seconded by Mrs. Webb, the followi~ <br />ordinance was adopted on first and final reading, and by the follow: <br />lng vote: <br /> <br /> <br />
