<br /> "On August 6, 1986, I forwarded to you a report regardin
<br />~tatus of the City Park Renovation Project. In this report,
<br />zated that the project would be bid this fall with construction to
<br />~egin shortly thereafter. I am pleased to inform you that the bid
<br />~pening was held on Tuesday, October 21, 1986 and proposals were
<br />received from four construction firms.

<br /> The apparent low bidder, Cochran Construction Company, submitt¢
<br />his bid with a condition of a 450-day construction period. The
<br />~pecifications required that the project be completed in 180 days.
<br />Because Cochran Construction Company stated they could not complete
<br />the project in 180 days, it is recommended that the bid be awarded
<br />~o Conrad Brothers, Inc., who agreed to 180-day completion time.
<br />[he City Bngineer and the Consultant, Langley and McDonald,
<br />~ward to Conrad Brothers, Inc. based on their past performa~ace on
<br />~ther City projects.
<br />
<br /> Because of the magnitude of the project, materials and,support
<br />services will be required from Virginia Power, Public Utilities,
<br />Engineering Department, etc. The following is a breakdown Of Phase
<br /> costs:

<br /> It should be noted that the estimate for Phase I exceeds our
<br />riginal projection due to several reasons:
<br />
<br />o Redesign of the boat ramp
<br />
<br />o Bulkhead railing and walkway
<br />
<br />o Location of oversized electrical panels throughout the
<br /> Park to accommodate future needs and special events
<br />
<br />0 Virginia Power lighting for Park
<br />
<br /> A total of $192,000 has been appropriated to date for the City
<br />Park Project; therefore, a supplemental appropriation in the
<br />of $3,301,326.00 is needed ar this time. I recommend to
<br />the appropriation of this amount from the CIP budget, approval to
<br />increase the fee for Langley and McDonald."
