October 28, 1986 <br /> <br /> Councilperson Lucas stated as Executive Director of STOP she <br />vould abstain on the matter. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. SimFson, the follow- <br />lng resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION EXPRESSING THE COUNCIL'S SUPPORT FOR THE <br />SOUTHEASTERN TIDEWATER OPPORTUNITY PROJECT ORGANIZATION. <br /> <br /> WILEREAS, the Southeastern Tidewater Opportunity Project Organi- <br />zation [STOP] has been designated as the official Community Action <br />Agency for the Cities of Chesapeake, Franklin, Norfolk, Portsmouth, <br />Suffolk, Virginia Beach and the Counties of Isle of Wight and South- <br />ampton, and serves as a partner with said jurisdictions in helping <br />low income persons and the communities sustain themselves and improv <br />their standard of living; and <br /> <br /> WHEREAS, STOP has continued to serve the low income of this are <br />with many critical edueational, and community development programs, <br />and has benefited the total community from its resources and cost <br />savings; and <br /> <br /> WHEREAS, Community Action Programs across the Commonwealth of <br />Virginia has been drastically reduced with recent cutbacks in Feder <br />funds even before Gramm-Rudman and this City has already contributec <br />to STOP in an effort ~o sustain the work of this important agency; <br />and <br /> <br /> WHEREAS, the Commonwealth of Virginia has not until now provid~ <br />any funds to supplement revenue lost to the core funding of Communil <br />Action which makes possible the outreach, planning, management and <br />service capability necessary to the continued success of these <br />agencies. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of <br />Portsmouth will continue to appoint a representative to the Board <br />of Directors of STOP, will continue to work in every way with STOP <br />~o offer a 'hand out' to its lo~ income residents, and will continu~ <br />to provide local [inancial support to the extent we area able. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of Ports- <br />mouth requests the Commonwealth of Virginia to provide both the <br />financial and administrative support necessary to ensure that the <br />work of STOP and other Community Action Agencies serving other <br /> urisdictions will proceed unhindered in the Commonwealth." <br /> <br />Ayes: Corprew, <br />Nays: None <br />Abstaining: Lucas <br /> <br />Gray, Simpson,~'Webb, H~lley <br /> <br /> 86-394 Letter from' the City Manager recommending <br /> motion to refund $76.26 (without interest) to Charles <br />Personal Property Taxes.
