87 <br /> <br />October 28, 1986 <br /> <br /> On mo~ion of Mr. Gray and seconded by Mr. Corprew, the followii <br />resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING OF A PORTION <br />OF A TEN FOO~ ALLEY ON THE EAST SIDE OF PENINSULA AVENUE <br />BETWEEN BARRON STREET AND SPRATLEY STREET. <br /> <br /> WHEREAS, Carl V. Eundquist has made application to vacate~ <br />~lose and discontinue the hereinafter-described portion of a c <br />ten foot alley, and it appearing that notice of application and re- <br />quest for the appointment of viewers has been duly advertised as <br />required by law. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />ortsmouth, Vmrg~n~a, that R~chard D. O~tavlo, Charles R. H~dglns, <br />Robert Reed, Harrison Miller and Moses GiBson be appointed ~ieWers <br />and that L. A. Clark and Emerson Smith be appointed alternate <br />in the event one of the preceding viewers fails to participate~ <br />said viewers who view the hereinafter-described portion of ~uch <br />alley and to report to this Council in writing whether in their <br />opinion any, and if any what, inconvenience would result in vacatin <br />and closing the following: <br /> foot <br /> Beginnin~ at a point on the southern side of a ten/alley <br /> dividing block 12 on the plat of West Park V~ew whzch ~s re- <br /> corded in map book 1, page 20, in the Clerk's Office of the <br /> Circuit Court of the City of Portsmouth, said point being <br /> located 180' distant from the east side of Peninsula Ave- <br /> nue, which said point is the northwestern corner of lot <br /> 18 in said block 12, as shown on said plat of West Park <br /> View, and continuing from said point of beginning north <br /> 83° 55' 40" east along the southern edge of said alley <br /> for a distance of 130', +, to the low waterline of Sco~t's <br /> Creek; and along said low waterline in a northerly direc- <br /> tion 10', +, to the northern side of said alley at a point <br /> on the southern lot line of lot 11 in the block 12 as ~hown <br /> on said plat of West Park View; thence south 180° 44' 60" <br /> west along the northern edge of said alley 130', +, to the <br /> southwestern corner of lot 7 in block 12 as shown-on said <br /> plat of West Park View; thence in a southerly directio~ 10' <br /> to the point of beginning. <br /> <br />Ayes: Corprew, Gray, Lucas, Simpson, Webb, Holley <br />Nays: None <br /> <br /> 86-393 Letter from the City recommending <br />[ution expressing the Council's support for the <br />water Opportunity Project organization. <br /> <br />adoption of a reso- <br />Southeastern Tide- <br /> <br /> "Mr. John L. Ashby, Board Chairman of the Southeastern Tidewate <br />Opportunity Project ~The STOP Organization) has requested that you <br />consider approving a resolution supporting supplemental sta~e rum <br />for local community action agencies. As you are aware, federal <br />agencies has been decreasing over the last six year. In addition, <br />the Gramm-Rudman reductions have further limited federal support. <br /> <br /> Attached is a resolution which clearly identifies your recogni- <br />tion of the positive imoact that the STOP Organization has had on <br />the lives of many poor ~ndividuals and families in Portsmouth and <br />the Planning District. Additionally, the resolution is reqoes~ine <br />t~a~ the Commonwealth of Virginia s6pplement the federal rekenue = <br />lost and provide continued administrative support to keep the progrs <br />and services of communit) action agencies available to the tit~zens <br />of our City, Planning District and State." <br /> <br /> <br />
