May 23, 2000 <br /> <br /> WHEREAS, the funding will be used for Highland Biltmore Improvements, which <br />will consist of drainage improvements in this Iow and moderate income neighborhood; <br />and <br /> <br /> WHEREAS, the grant funding requested is $375,000 and the city will provide a <br />match of $93,750 from funds previously appropriated in the 2000-2001 Capital <br />Improvement Plan; and <br /> <br /> WHEREAS, the citizen participation requirements of this grant have been met by <br />holding a public hearing on the proposed project on May 23, 2000; and <br /> <br /> WHEREAS, the public hearing held on May 23, 2000 is in addition to the city's <br />general Community Development Block Grant Public Hearing; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of <br />Portsmouth, Virginia, that this project application has been reviewed and considered, <br />and is hereby approved in all respects, and the City Manager is hereby authorized to file <br />the necessary documents and any additional information as may be required with the <br />Virginia Department of Housing and Community Development. <br /> <br /> BE IT FURTHER RESOLVED, that the City Manager is designated as the <br />certifying officer and authorized representative of the City of Portsmouth, Virginia, and <br />he shall provide assurances as required of the city for the approval of this application." <br /> <br />Ayes: Benn, Griffin, Moody, Whitehurst, Holley <br />Nays: None <br /> <br />00 - 120 - Adoption of a resolution authorizing the City Manager to subdivide property in <br />the South Waterfront Development area to be known as "Harbor Center" in order to <br />provide for the development of the remainder of the area. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to subdivide property of the <br />City of Portsmouth in the South Waterfront Development area to be known as "Harbor <br />Center" in order to provide for the development of the remainder of the area. <br /> <br />Purpose and Need: <br /> <br />· This ordinance is needed in order to provide for the orderly development of the <br />remainder of the South Waterfront Development area by creating parcels for potential <br />development, parking, and the dedication of streets. <br /> <br />· Specifically, this area includes Lot 3A-2 as shown on the plat entitled "Minor <br />Subdivision of Parcels 3A and 3B, PortCentre Commerce Park, Portsmouth, Virginia <br />(M.B.16, P31 & 32)", dated May 1, 1997, prepared by Rouse-Sirine Associates, LTD., <br />the property formerly of the federal government now known as the "Old Coast Guard <br />Base," and that portion of First Street lying between Wythe Street and northern line of <br />the Norfolk Naval Shipyard lying east of First Street, if extended westerly across First <br />Street, closed by Ordinance adopted by Council as Ordinance Number 1999-29 on <br />October 12, 1999. <br /> <br />Financial Impact: <br /> <br />· Tax revenues will be realized from those parcels sold for the development portion of <br />the project. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> <br />
