REVOCATION OF PERMIT: Violation of any of the above <br />conditions may serve as grounds for revocation of the use permit by the City Council." <br /> <br />Ayes: Benn, Griffin, Moody, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />00 - 119 - Adoption of a resolution authorizing the City Manager to apply for a grant <br />from the Virginia Department of Housing and Community Development to be used for <br />drainage improvements in Highland Biltmore. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to apply for a grant from the <br />Virginia Department of Housing and Community Development to be used for drainage <br />improvements in Highland Biltmore. <br /> <br />Purpose and Need: <br /> <br />· The U. S. Department of Housing and Urban Development has made available <br />$375,000 in Disaster Recovery Initiative Funds to aid communities which suffered <br />damage during Hurricane Bonnie in 1998. <br /> <br />· A preliminary application process has indicated that drainage improvements in <br />Highland Biltmore are an eligible use of these funds. <br /> <br />· This grant will enable the city to significantly accelerate the drainage improvements <br />already planned for this neighborhood. <br /> <br />· The City Council is required to hold a public hearing and adopt a resolution <br />authorizing the City Manager to apply for the grant funds. <br /> <br />· After the grant is awarded, appropriation of the grant funds will be required. <br /> <br />Financial Impact: <br /> <br />· A match of $93,750 is required. The necessary local funds have already been <br />appropriated by the City Council for design of the next phase of Highland Biltmore <br />drainage improvements in the 2000-2001 Capital Improvement Plan. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS <br />REQUIRED TO OBTAIN DISASTER RECOVERY INITIATIVE FUNDING TO BE USED <br />FOR DRAINAGE IMPROVEMENTS IN HIGHLAND BILTMORE. <br /> <br /> WHEREAS, the U. S. Department of Housing and Urban Development, through <br />the Virginia Department of Housing and Community Development, has made available <br />funds to aid localities in recovery efforts associated with Hurricane Bonnie; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia desires to apply for <br />such funding; and <br /> <br /> <br />
