May 23, 2000 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, May 23, 2000, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., J. Thomas Benn III, <br />William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Ronald W. Massie, <br />Deputy City Attorney George M. Willson. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes <br />of a Called Meeting on May 8, 2000, a Called Meeting on May 9, 2000, and a Regular <br />Meeting on May 9, 2000, and was adopted by unanimous vote. <br /> <br />00 - 117 - Presentations: <br /> <br />Special presentation to members of the Portsmouth General Assembly Delegation. <br /> <br />Proclamation presented to Portsmouth First Citizen for 1999, G. Robert Aston, Jr., <br />for "G. Robert Aston, Jr. Day". <br /> <br />- Public Hearing - <br /> <br />00 - 118 - Public hearing to solicit public input on the 1998 Department of Housing and <br />Urban Development Disaster Recovery Initiative application to be submitted to the <br />Virginia Department of Housing and Community Development on proposed drainage <br />improvements in Highland Biltmore. <br /> <br />1. Bill Stuart, 145 Dekalb Avenue, spoke in support of drainage improvements in <br /> Highland Biltmore. <br /> <br />2. James Klender, 2637 Barclay Avenue, President, Highland Biltmore Civic League, <br /> spoke in support of drainage improvements in Highland Biltmore. <br /> <br />3. Robert L. Ayers, Sr., 5 Palmett Street, spoke in support of drainage improvements <br /> in Highland Biltmore. <br /> <br />- Unfinished Business - <br /> <br />00 - 109 - Use permit and code amendment applications: <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following <br />resolution, approved at the May 9, 2000 meeting, and was adopted by the following <br />vote: <br /> <br />00-109(a): <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO THE CITY OF PORTSMOUTH FOR <br />THE CONSTRUCTION AND OPERATION OF A BOAT DOCK AT CITY PARK <br />LOCATED AT 104 CITY PARK AVENUE. <br /> <br /> WHEREAS, the City of Portsmouth, Virginia has made application pursuant to <br />Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988), for a use permit <br />to construct and operate a boat dock at City Park, located at 104 City Park Avenue, <br />Portsmouth, Virginia; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things <br />required to be done in connection with said application; and <br /> <br /> WHEREAS, the Planning Commission has recommended the granting the <br />application for an amended use permit with conditions. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> <br />
