January 23, 2018 Financial Impact:  There is no local match and no obligation for continued funding from the City of Portsmouth. Recommended Action:  Adoption of ordinance. Next Steps Following Council Action:  Program Director to provide grant management and oversight. Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $19,544 FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2018 GRANTS FUND FOR USE BY THE PORTSMOUTH COMMUNITY CRIMINAL JUSTICE BOARD TO CONDUCT COMPREHENSIVE PLANNING.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe Nays: None 18 - 42 - Adoption of an ordinance to amend Section 10-99 of Chapter 10 of the Code of the City of Portsmouth, Virginia (2006) to change the voting location for Precinct Number 14 from Emily N. Spong Preschool to Brighton Elementary School, located at 1100 Portsmouth Boulevard. Background:  The voting place for Precinct No. 14, Emily N. Spong Preschool, located at 2200 Piedmont Avenue, needs to be moved due to the facility’s closure. Discussion:  The Portsmouth City Electoral Board recommends moving the voting place for Precinct No. 14 due to its closing to Brighton Elementary School located at 1100 Portsmouth Blvd.  While the proposed voting place is beyond the current precinct boundary line, it is within one mile of the precinct boundary line, as permitted under Virginia Code §24.2- 310.  It is handicapped accessible and has four handicapped parking spaces, eighty- one regular parking spaces and has public transportation.  Precinct No. 14 has 1,954 registered voters as of 01/11/2018. Financial Impact:  The financial impact will be minimal. Voters registered in the precinct will be notified of the change as required by Virginia Code §24.2-306. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The General Registrar/Director of Elections will notify voters by mail of the new precinct location in a timely manner and will advertise the change in the local newspaper. Motion by Ms. Psimas, and seconded by Mr. Clark, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO AMEND SECTION 10-99 OF CHAPTER 10 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) TO CHANGE THE VOTING LOCATION FOR PRECINCT NUMBER 14 FROM EMILY N. SPONG PRESCHOOL TO BRIGHTON ELEMENTARY SCHOOL, LOCATED AT 1100 PORTSMOUTH BOULEVARD.”
