January 23, 2018 <br /> <br />Discussion: <br /> <br /> The City of Portsmouth has received its allocation in the amount of $319.387.00 <br />from the Commonwealth of Virginia EDI Remittance on December 15, 2017 from VDFP. <br /> <br /> The City of Portsmouth must complete and submit an annual report to the <br />Department of Virginia Fire Programs\\VDFP detailing the use of funds and identifying any <br />carryover funds for the year. <br /> <br /> Funds will be utilized to support Suppression of PFRES. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br /> To proceed with the purchase of protective equipment, training and support <br />operations for Suppression of PFRES. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AID TO LOCALITIES FUNDS IN THE AMOUNT OF <br />$319,387 FROM THE VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND <br />APPROPRIATING SAID FUNDS IN THE FY 2018 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 41 - Adoption of an ordinance accepting a grant in the amount of $19,544 from <br />the Virginia Department of Criminal Justice Services and appropriating said <br />amount in the FY 2018 Grants Fund for use by the Portsmouth Community Criminal <br />Justice Board to conduct comprehensive planning. <br /> <br />Background: <br /> <br /> <br /> The Community Criminal Justice Board (CCJB) was established by City Council <br />on June 13, 1995. The Board’s responsibilities include: advising on the development and <br />operation of local pretrial services and community-based probation services for use by <br />the courts in diverting offenders from local correctional facility placements; assisting <br />community agencies and organizations in establishing and modifying programs and <br />services for defendants and offenders on the basis of an objective assessment of the <br />community's needs and resources; evaluating and monitoring community programs and <br />pretrial and local community-based probation services and facilities to determine their <br />impact on offenders; developing and amending the criminal justice plan in accordance <br />with guidelines and standards set forth and overseeing the development and amendment <br />of the community-based corrections plan as required by §53.1-82.1 for approval by <br />participating local governing bodies; reviewing the submission of all criminal justice grants <br />regardless of the source of funding; facilitating local involvement and flexibility in <br />responding to the problem of crime in their communities; and doing all things necessary <br />or convenient to carry out its responsibilities. <br /> <br />Discussion: <br /> <br /> The Department of Criminal Justice Services has made available $19,544 in state <br />general funds for FY2018 to provide local criminal justice planning for localities to develop <br />and implement a framework to fully utilize local Community Criminal Justice Boards as <br />specified in §9.1-180 of the Code of Virginia. <br /> <br /> The intent of the project is to foster cross system collaboration by developing a <br />multidisciplinary framework to identify and develop data driven solutions for specific and <br />system wide challenges throughout the criminal justice system. <br /> <br /> <br /> <br /> <br /> <br />
