November 10, 1986 <br /> <br /> On motion of Mrs. Webb and seconded <br />ordinance was adopted on first and final <br />lng vote: <br /> <br />by Mr. Gray, the following <br />reading, and by the follow- <br /> <br />"AN ORDINANCE CLOSING A PORTION OF ELLIOTT AVENUE." <br /> <br />Ayes: Barnes, Cororew, Gray, Simpson, Webb, Holley <br />Nays: None <br /> <br /> 86-408 Letter from the City Manager recommending adoption of <br />an ordinance to close portions of Summit Avenue, Centre Avenue, <br />Wilcox Avenue, Dewey Street, Cedar Avenue, and Olympia Avenue within <br />the boundaries of the Frederick Military Academy property. <br /> <br /> "Frederick Foundation, Inc., has made application to vacate <br /> ~ortions of certain stree~within the boundaries of the property <br /> as Frederick Military Academy on Portsmouth Boulevard. The <br /> s have examined the streets in question and report that no <br />inconvenience would result from closing of these streets. The <br /> g Commission recommends approval of the application. <br /> <br />I recommend adoption of the ordinance closing those portions <br />of the public rights-of-way within the boundaries of the Frederick <br /> Academy property." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following <br />3rdinance was adopted on first and final reading, and by the follow- <br />ing vote: <br /> <br />"AN ORDINANCE CLOSING A PORTICN OF THE FOLLOWING STREETS: <br />SUMMIT AVENUE, CENTRE AVENUE, WILCOX AVENUE, DEWEY STREET, <br />CEDAR AVENUE AND OLYMPIA AVENUE, ALi WITHIN THE BOUNDARIES <br />OF THE PROPERTY KNOWN AS FREDERICK MILITARY ACADEMY.' <br /> <br />Ayes: Barnes, Corprew, Gray, Simpson, Webb, Holley <br />Nays: None <br /> <br /> id C. Kilgore, Attorney, Suite 302, Central Fidelity Bank <br />.g, representing petitioner, was present to answer questions. <br /> <br /> 86-409 Letter from the City Manager recommending adoption of <br /> ordinance to amend the City Code by amending Section 2-19 pertai~ <br />lng to the estabishment of the Portsmouth Risk Management and Insur- <br /> Fund, and by adding to Chapter 2, Section 2-20 pertaining to <br />:he establishmen~ of the School Board Risk Management and Insurance <br />~und, <br /> <br /> "As a result of the continuing problem confronting governmental <br />~ntities with respect to the rising cost of liability ~nsurance, the <br />{uperintendent of Schools and I have'revie,~ed alternatives available <br />~o reduce the cost of liability protection while, at the same time, <br />~ssure the protection of the assets of the Portsmouth Public Schools <br />?his review took into consideration the City's Self-Insurance Progra <br /> the financial savings that have resulted since its inception, <br /> it appears that a similar orocedure should prove financially <br />~enefici~l for the Portsmouth ~ublic Schools. <br /> <br /> The proposal agreed upon by the Superintendent and me calls for <br /> ~he creation by the City Council of a School Board Risk Management <br /> Insurance ~und, which will provide a source of funding for unex- <br />pected School losses, including vehicle and general liability claims <br />~he initial contribution to the Fund will be made by the School Boar <br />for the remainder of this fiscal year. In each subsequent fiscal <br />~ear as part of the annual budget process the City Council would <br /> ~ropriat~ the available balance in the Fund as we~l as the estimat <br />revenues for the ensuing fiscal year. <br /> <br /> <br />
