November 10, 1986 Under the ordinance, I would be authorized to enter into an agreement with the Superintendent of Schools governing the function~ and administration of the Fund. Ail claims would be processed through the office of the City Attorney in a manner similar to the procedure currently used for claims against the City. In addition, the ordinance revises 92-19 of the City Code which pertains to the City Risk Management and Insurance Fund and retitles same for fication purposes as the "Portsmouth Risk Management and In;urance Fund" to assure consistency with our current practices. On motion of Mrs. Webb and seconded by Mr. Simpson, the follow- ing ordinance ~as adopted on first and final reading, and by the following vote: "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING SECTION 2-19 THEREOF PERTAINING TO THE ESTABLISHMENT OF THE PORTSMOUTH RISK MANAGEMENT AND INSU~tNCE FUND, AND BY ADDING TO CHAPTER 2 THEREOF, SECTION 2-20 PERTAINING TO THE ESTABLISHMENT OF THE SCHOOL BOARD RISK MANACEMENT AND INSURANCE FUND." Ayes: Barnes, Corprew, Gray, Simpson, Webb, Holley Nays: None 86-410 Letter from the City Manager recommending adoption of resolution to appoint v~ewers for closing of portions of Essex ~treet, Third Street, Randolph Street, Orville Street, Gordon Streel ~nd Henry Street. "In connection with the PortCentre development plans, it has peen determined that portions of certain streets should be closed in order to provide additional land for sale to potential developer~ Portsmouth Redevelopment g Housing Authority has made applica- tion ~o close those streets which have been identified for this purpose. I recommend adoption of the resolution to appoint viewers. On motion of Mr. Gray and seconded by Mrs. Webb, the following ~esol~tion was adopted, and by the following vote: "A RESOLUTION APPOINTING VIEWERS FOR CLOSING OF PORTIONS OF THE FOLLOWING STREETS: ESSEX STREET; THIRD STREE?; RANDOLPH STREEt; ORVILLE STREET: GORDON STREET AND HENRY STREET. WHEREAS, Portsmouth Redevelopment & Housing Authority has made tpplicati~n to vacate, close and d2scontinue the hereinafter-d ed portions of certain streets, and it appearing that nctice of application and request for the appointment of viewers has been dul, advertised as required by law. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that Richard D. Ottavio, Albert J. Carr, Howard L. Davis, George N. Powers, Sr., and C. L.
