"Over the past 12 months, my staff and I met on several occas' members of the Obici House Board to discuss a master plan for the park and the mansion. These meetings provided valuable back- round for development of the scoFe of work for an architectural engineering firm to prepare the plan. Proposals were requested from interested firms and Talbot and Associates of Virginia Beach selected as the most qualified, based on the interviews. The C.I.P. identified funds for the study in the 85-86 budget. have included a copy of the work program for your information. will notice that I have budgeted for a marketing analysis in th~ early phase of the study to evaluate the possible land uses of the site to maximize returns on the City's investment. A golf course architect is also included to ensure the compatibility of uses with the course and to provide advice on improvements to support tourna- Flay. The total estimated cost of the master plan is $77,400. I re- commend that the contract be awarded to talbot and Associates and that the sum of $7-,400 be appropriated from the 1985-86 Capital Improvement Program." FUND FOR THE DEVELOPMENT OF A MASTER PLAN FOR SLEEPY HCL£ PARK AND OBICI HOUSE." 86-405 Letter from the City Manager recommending adoption of an ordinance to appropriate $130,000 from the Public Utility Capita[ Improvement Fund for street imDrovements to North Truxtun and award of contract to the responsible low bidder. "The 1986-91 Capital Improvement Program authorizes funding fo~ necessary street, drainage and sewer improvements in North Truxtun (multi-phase $1.8 million project). This project will provide im- proved streets with curbs and gutters and sidewalks on both sides. will also replace existing pre-World War II sanitary sewer lines The bids are shown on the attached sheet for Phase I. The total appropriation for this phase is based on the following: Contract Price (W. F.
