These meetings provided valuable back- <br /> round for development of the scoFe of work for an architectural <br /> engineering firm to prepare the plan. Proposals were requested <br />from interested firms and Talbot and Associates of Virginia Beach <br /> selected as the most qualified, based on the interviews. <br /> <br /> The C.I.P. identified funds for the study in the 85-86 budget. <br /> have included a copy of the work program for your information. <br /> will notice that I have budgeted for a marketing analysis in th~ <br />early phase of the study to evaluate the possible land uses of the <br />site to maximize returns on the City's investment. A golf course <br />architect is also included to ensure the compatibility of uses with <br />the course and to provide advice on improvements to support tourna- <br /> Flay. <br /> <br /> The total estimated cost of the master plan is $77,400. I re- <br />commend that the contract be awarded to talbot and Associates and <br />that the sum of $7-,400 be appropriated from the 1985-86 Capital <br />Improvement Program." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following <br />ordinance was approved on first reading; award of contract to <br />and Associates, responsible low bidder, and was adopted by unani <br /> (6-0) <br /> <br />"AN ORDINANCE TO APPROPRIATE $77,400 FROM THE CAPITAL <br />IMPROVEMEN? FUND FOR THE DEVELOPMENT OF A MASTER PLAN <br />FOR SLEEPY HCL£ PARK AND OBICI HOUSE." <br /> <br /> 86-405 Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $130,000 from the Public Utility Capita[ <br />Improvement Fund for street imDrovements to North Truxtun and award <br />of contract to the responsible low bidder. <br /> <br /> "The 1986-91 Capital Improvement Program authorizes funding fo~ <br />necessary street, drainage and sewer improvements in North Truxtun <br />(multi-phase $1.8 million project). This project will provide im- <br />proved streets with curbs and gutters and sidewalks on both sides. <br /> will also replace existing pre-World War II sanitary sewer lines <br /> <br /> The bids are shown on the attached sheet for Phase I. The <br />total appropriation for this phase is based on the following: <br /> <br />Contract Price (W. F. Oliver and Sons) <br />Public Utilities <br /> <br />$475,948.00 <br /> 20,000.00 <br /> <br />$495,948.00 <br /> 64,051.00 <br /> 40,000.00 <br /> <br />$600,000.00 <br /> <br />Sub-Total <br />Contingencies <br />Contract Administration and <br /> <br />Inspection <br /> <br />TOTAL ANTICIPATED PROJECT COSI <br /> <br /> The total funding required (including Public Utilities, con- <br />tmngenc~es, contract administration and inspection) is $600,000 <br />with $130,000 to be provided from existing public utility bond <br />proceeds as reflected in the 86-87 Capital Improvement Program.
