November 14, 2017 <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) administers all non- <br />disaster/preparedness grant and funding programs available to local government and <br />state agencies. These funding opportunities are used to enhance overall preparedness <br />and response capabilities for a full range of hazards. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Emergency Management awarded the Southside <br />Regional Hazardous Materials Response Team (SRHMRT) a grant totaling $86,268.00 <br />from the U.S. Department of Homeland Security. <br /> <br /> The Southside Regional Hazardous Materials Response Team (SRHMRT) is <br />comprised of resources from the following four (4) jurisdictions: Portsmouth, Chesapeake, <br />Norfolk, and Virginia Beach. Portsmouth has a long-standing agreement to serve as the <br />lead agency for SRHMRT. <br /> <br /> Portsmouth Fire, Rescue and Emergency Services (PFRES) is allotted $25,200.00 <br />of the $86,268. <br /> <br /> The (FY 2018) 2017 SHSP funds will be used to provide equipment to support <br />the ongoing needs of the PFRES’s Hazardous Materials Response Team. <br /> <br />Financial Impact: <br /> <br /> The City is not required to provide a cash or in-kind match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance to complete the necessary budgetary adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> “ORDINANCE ACCEPTING STATE HOMELAND SECURITY GRANT PROGRAM <br />FUNDS IN THE AMOUNT OF $25,200 FROM THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT AND APPROPRIATING SAID FUNDS IN THE FY 2018 <br />GRANTS FUND FOR USE BY THE PORTSMOUTH DEPARTMENT OF FIRE, RESCUE <br />AND EMERGENCY SERVICES FOR THE SOUTHSIDE REGIONAL HAZARDOUS <br />MATERIALS RESPONSE TEAM.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 489 - Adoption of an ordinance accepting a Haz-Mat Team Equipment, Exercise <br />and Training Grant in the amount of $30,000 from the Virginia Department of <br />Emergency Management and appropriating said funds in the FY 2018 Grants Fund <br />for use by the Department of Fire, Rescue and Emergency Services Hazardous <br />Materials Emergency Response Team. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) administers all non- <br />disaster/preparedness grant and funding programs available to local government and <br />state agencies.
