November 14, 2017 <br /> <br />“ORDINANCE ACCEPTING $248,175.57 OF COMMUNITY DEVELOPMENT BLOCK <br />GRANT PROGRAM INCOME AND $5,850 OF HOME INVESTMENT PARTNERSHIPS <br />PROGRAM INCOME AND APPROPRIATING THE TOTAL AMOUNT OF $254,025.57 <br />IN THE FY 2018 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 487 - Adoption of an ordinance accepting a Byrne Justice Assistance Grant in <br />the amount of $9,120 from the Virginia Department of Criminal Justice Services and <br />appropriating said funds in the FY 2018 Grants Fund for use by the Portsmouth <br />Police Department for the Naloxone program to combat opioid overdoses. <br /> <br />Background: <br /> <br /> The Department of Criminal Justices Services invited local government and state <br />agencies to apply for grant funds for the purchase of naloxone and naloxone delivery <br />devices to combat the rise in overdose of opioids and reduce the number of prescription <br />drug/opioid overdose-related deaths. <br /> <br /> These grants provide law enforcement with the knowledge and tools to reverse <br />overdoses in the field and thus reduce the time between when an overdose victim is <br />discovered and when the victim receives lifesaving assistance. <br /> <br />Discussion: <br /> <br /> The Portsmouth Police Department (PPD) is receiving a grant in the amount of <br /> <br />$9,120.00from the Department of Criminal Justice Services (DCJS) to support the <br />naloxone program and naloxone delivery devices. <br /> <br /> The Portsmouth Revive! Project, in cooperation with the Virginia Department of <br />Behavioral Health & Developmental Services (DBHDS) is focused on prompt law <br />enforcement assistance to opioid overdose victims while awaiting the arrival of <br />Emergency Management Services (EMS). Police officers are in the field, patrolling <br />throughout the community, and are frequently able to arrive at the scene of a reported <br />overdose before Fire/EMS personnel. Grant support of naloxone and delivery devices will <br />provide critical supplies to additional officers. Nasal atomizers are no longer supplied by <br />DBHDS in the Revive! kits. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no cash or in-kind match requirement from the city for this grant. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or her designee will provide grant management and oversight. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A BYRNE JUSTICE ASSISTANCE GRANT IN THE <br />AMOUNT OF $9,120 FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE <br />SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2018 GRANTS FUND <br />FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT FOR THE NALOXONE <br />PROGRAM TO COMBAT OPIOID OVERDOSES.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 488 - Adoption of an ordinance accepting and appropriating $25,200 from the <br />Virginia Department of Emergency Management (VDEM) 2017 State Homeland <br />Security Program Grant (SHSP) Funds into the FY 2018 Grant Fund for use by the <br />Department of Fire, Rescue and Emergency Management. <br /> <br /> <br /> <br /> <br />
