November 14, 2017 <br /> <br /> <br /> SRHMRT was awarded a $30,000.00 2017 HAZ-MAT Team Equipment, Exercise <br />and Training Grant for the FY 2018 Budget. <br /> <br /> The purpose of the grant is to sustain the Southside Regional Hazardous Materials <br />Response Team. <br /> <br /> The funding will assist the team in maintaining its level of readiness with regard to <br />equipment, training, and technical expertise in dealing with hazardous materials as <br />required by VDEM. <br /> <br />Financial Impact: <br /> <br /> The city is not required to provide a cash or in-kind match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance to complete the necessary budgetary adjustments. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> “ORDINANCE ACCEPTING A HAZ-MAT TEAM EQUIPMENT, EXERCISE AND <br />TRAINING GRANT IN THE AMOUNT OF $30,000 FROM THE VIRGINIA <br />DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID <br />FUNDS IN THE FY 2018 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, <br />RESCUE AND EMERGENCY SERVICES HAZARDOUS MATERIALS EMERGENCY <br />RESPONSE TEAM.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 490 - Adoption of a resolution supporting an application to the Virginia <br />Department of Transportation (VDOT) for an allocation of $670,500 through the <br />VDOT Revenue Sharing Program for FY 2019-2020 for the Ballard Avenue and <br />Hyman Street Improvements Project. <br /> <br />Background: <br /> <br /> The project consists of reconstructing Ballard Avenue to improve the existing <br />roadway and drainage infrastructure, and improvements to the Hyman Street profile <br />crossing CSX railroad. <br /> <br /> The VDOT Revenue Sharing Program provides an opportunity for localities to <br />provide local funds to match State funds for priority projects. <br /> <br /> VDOT issues a call to localities to submit Revenue Sharing applications for <br /> <br />qualifying projects in advance of their upcoming budget. <br /> <br /> City staff identifies projects and submits the required applications and other <br /> <br />supporting materials to VDOT for consideration. <br /> <br /> In July 2017, the VDOT Revenue Sharing Program was changed for the purpose <br />of allowing more localities and projects to receive funding. The VDOT Revenue Sharing <br />Program now operates on a biennial application request cycle. A locality may now apply <br />for a maximum of $5 million in matching allocations per fiscal year ($10 million per biennial <br /> <br />cycle) and the maximum lifetime matching allocation per project is limited to $10 million. <br /> <br />Discussion: <br /> <br /> The proposed expansion of the Army National Guard on Elmhurst Lane includes <br />the physical closure of Laigh Road which currently provides the primary access to <br /> <br />Elmhurst Lane for the businesses on Ballard Avenue. <br /> <br /> This project supports the access needs for the existing businesses on Ballard <br /> <br />Avenue. <br /> <br /> <br /> This project is currently under design. <br /> <br /> The overall project also includes an alternate access road to Elmhurst Lane. This <br /> <br />portion of the project is not eligible for funding under this program. <br /> <br /> <br /> <br /> <br />
