October 10, 2017


EFSP is governed by a National Board that selects jurisdictions for funding. Local
Boards are convened in those qualifying jurisdictions to determine the highest need and
best use of funds and to select Local Recipient Organizations (LROs) that will provide
emergency food and shelter services. Each year, needs are to be assessed in an effort
to respond to changes in the community.

The Portsmouth Department of Social Services (PDSS) has been selected as a
Local Recipient Organization to participate in Phase 34 of the Emergency Food and

Shelter Program.

Discussion:

The grant provides $12,135 to assist Portsmouth citizens who have emergency
shelter or utility needs.

Individuals must meet established program criteria and have income that does not
exceed 200% of the Federal Poverty Level.

Financial Impact:

There is no financial impact to the city because the program is funded 100% by

the grant.

Recommended Action:

Adoption of the ordinance.

Next Steps Following Council Action:

Finance will complete the necessary budget adjustment.

Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following
ordinance, and was adopted by the following vote:

“ORDINANCE ACCEPTING AN EMERGENCY FOOD AND SHELTER NATIONAL
BOARD PROGRAM GRANT IN THE AMOUNT OF $12,135 FROM THE DEPARTMENT
OF HOMELAND SECURITY AND APPROPRIATING SAID SUM IN THE FY 2018
GRANTS FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO
ASSIST PORTSMOUTH CITIZENS WHO HAVE EMERGENCY SHELTER OR UTILITY
NEEDS.”

Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe
Nays: None

17 - 444 - Adoption of an ordinance accepting a grant in the amount of $92,360 from
the Department of Homeland Security and appropriating said funds in the FY 2018
Grants Fund for use by the Portsmouth Police Department for Port Security,
including repairs and upgrades to the SAFE Boat.

Background:

The Portsmouth Police Department (PPD) has been awarded grant funding in the
amount of $92,360.00 from the DHS/FEMA.

Estimated revenue in the FY 2017-2018 Grants Fund is increased by $92,360.00.

Discussion:

PPD operates a 21’ SAFE Boat and a shallow water skiff/dive platform to patrol
our 88 miles of shoreline. By upgrading the electronic navigational system, replacing an
inoperable side scan sonar, re-powering the old engines, and replacing the un-seaworthy
skiff enhances safety and port security. This project also improves the PPD’s ability to
support federal, state and other regional partners.

Financial Impact:


The grant award amount of $92,360.00 by the DHS/FEMA provides funding for the
Portsmouth Police Department.

The city does have to provide a cash match of $30,787.00 which is part of the
Police Department’s FY 2018 Budget.
